Senior Purchasing Manager ()
Report to the Assistant Director of Finance (Purchasing and Support Services Section) the idea candidate will play a key leadership role in driving procurement excellence governance and digital transformation.
Responsibilities:
- Support the Assistant Director of Finance in the overall management and continuous development of the procurement function;
- Act as a trusted business partner to internal stakeholders by providing strategic advice early engagement and valueadding procurement solutions while upholding strong governance and compliance standards;
- Review enhance and implement procurement policies and procedures to ensure transparency accountability and best value for money;
- Lead and support digital transformation initiatives for the procurement function including workflow automation data analytics and system enhancement;
- Liaise with internal departments and external suppliers to implement costeffective sourcing strategies purchasing initiatives and special projects;
- Prepare tender reports and vet tender contract and related procurement documentations;
- Conduct regular procurement spend and supplier analyses and compile insightful management reports;
- Maintain enhance and govern the supplier database including supplier performance and risk management;
- Promote best practices in procurement and continuous process improvement.
Requirements:
- A bachelors degree in Supply Chain Management Business Administration Finance Engineering or related disciplines;
- At least 12 years of experience in purchasing or procurement with 5 years or above in a managerial role;
- Proven experience in a sizeable and complex procurement organisation is essential; prior experience in public organisations is preferred;
- Handson experience with digital and automation tools including RPA Data Analytics advanced Excel Power BI Power Query Power Automate and Tableau;
- High integrity a proactive and cando attitude and excellent communication stakeholdermanagement and influencing skills;
- Be well-organised proactive and service-oriented; and
- Experience in procuring or managing insurance and support services (such as carpooling and mailroom services) is an advantage.
Shortlisted candidates will be invited to attend a written test and an interview.
The initial appointment will be offered on a fixed-term contract forthree years. Re-appointment thereafter will be subject to mutual agreement and availability of funding.
Salary will be commensurate with qualifications and experience.
