The Specialist Regulatory Compliance focuses on leading organizing monitoring and performing compliance related activities. This includes providing guidance to internal stakeholders on regulatory requirements and processes; as well as advice on internal practices and procedures with the overall goal of achieving regulatory compliance outcomes and timelines and handling enforcement risk. Incumbents may also be assigned to business development cases pipeline or facility projects asset acquisitions or divestitures with the responsibility to develop and manage regulatory strategy and approval plans.

What You Will Do:

  • Leads the management of regulator-led compliance activities for LP GTM and/or GDS in Canada including investigations inspections audits information exchange meetings and incident management of Enbridge personnel and facilities as well as any resulting enforcement actions.

  • Facilitates interactions with primary regulators in a strategic proactive professional and respectful manner to ensure their concerns and requests are addressed in a timely and quality manner.

  • Develops project plans schedules and activities to ensure Enbridge stakeholders are meeting regulatory compliance requirements.

  • Collaborates with and provides guidance to SMEs and department leaders (e.g. Pipeline Integrity Pipeline Control and Leak Detection Control Centre Operations Engineering Environment Emergency Response Regional Operations and Legal) on the development of corrective and preventative actions in response to regulatory compliance activities and enforcement actions.

  • May develop department procedures processes and programs to support regulatory compliance activities.

  • May provide support for complex projects including leading the preparation of regulatory plans and schedules applications and related filings including condition compliance and project inspection-related filings as well as coordinating and filing responses to other regulatory matters as required.

  • Stays current on regulatory compliance initiatives emerging trends and best practices related to the regulation of pipelines.

Who You Are:

Required:

  • University degree (e.g. Business/Commerce Science/Environmental Science or Engineering preferred)

  • 7 years of extensive and directly related regulatory experience (e.g. with a regulated utility regulatory agency government or appropriate oil and gas experience)

  • Experience with and knowledge of Canadas oil and gas transmission regulatory framework (e.g. CER AER BCER and/or OEB).

  • Knowledge of oil and/or gas transmission or midstream pipeline operations and facilities.

  • Significant experience and success at leading cross-functional teams to achieve objectives

  • Demonstrated project management experience in leading and handling sophisticated projects and initiatives that are strategic in nature.

  • Business travel required 10%
