The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
The Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety permanency and well-being for children in foster care.
The ACS Office of Adoption & KinGAP Support Services (AKSS) within the Division of Family Permanency Services (FPS) is dedicated to increased rates of permanency and reduced lengths of stay for children in foster care as well as the provision of post adoption assistance. ACS/FPS/AKSS is seeking a highly motivated individual with extensive knowledge of the Adoption Subsidy process to function as the Adoption Subsidy Review Units director.
The Director of the Adoption Subsidy under the supervision of the Executive Director of AKSS with wide latitude for independent judgement and initiative will perform duties including but not limited to the following:
- Oversee planning functioning and coordination between all internal areas (Subsidy Subsidy Upgrades and Transfers of Custody)
- Manage daily operations of the Adoption Subsidy Review Unit administrative functions staff meetings disciplinary issues and fill in on key roles and issues.
- Attend regularly scheduled meetings and conferences relating to Adoption Subsidy.
- Manage problem cases controls fair hearings non-payment issues subsidy processing difficulties and handling of expedited agency requests.
- Coordinate adoption subsidy reporting tracking and prepare monthly adoption status report using Microsoft Excel.
- Keep provider agencies informed of OCFS subsidy policy regulatory and legislative changes and requirements
- Assist w/ subsidy TA requests from contract agencies
- Liaison with OCFS on subsidy issues

Qualifications :
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience including one year at the administrative or managerial level in a large governmental agency business firm civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to 1 above. However all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in 1 above.
