SUMMARY
The Microsoft 365 Platform Administrator is responsible for the administration governance and operational support of the Citys Microsoft 365 collaboration and messaging platforms. This role provides enterprise-level support for Microsoft Teams SharePoint Online and Exchange Online while also contributing to governance automation security and continuous platform improvement. The ideal candidate will have a deep understanding of Microsoft 365 services cloud administration user and permissions management and technical expertise across the Microsoft 365 ecosystem. The candidate will have a strong customer-service mindset and the ability to collaborate with stakeholders across departments to deliver reliable secure and scalable solutions.
Microsoft 365 Platform Administration
Administer and support Microsoft Teams SharePoint Online and Exchange Online
Manage Teams lifecycle (creation ownership governance archival)
Support Exchange Online operations including onboarding transfers terminations and mailbox permissions
Provide Tier 2/Tier 3 escalation support for M365-related issues
Governance & Best Practices
Enforce Microsoft 365 governance standards and lifecycle policies
Maintain documentation job aids and operational procedures
Partner with Cybersecurity and Identity teams on access policies and compliance
Support Microsoft 365 usage aligned with City policies and public records requirements
Automation & Process Improvement
Develop and maintain PowerShell scripts and/or Power Automate workflows to streamline administrative tasks
Identify repetitive or error-prone processes and implement automation solutions
Maintain script repositories versioning and documentation
SharePoint Online Administration
Support SharePoint Online site provisioning and management
Assist with SharePoint migration activities and department readiness
Provide guidance on site structure permissions and collaboration best practices
Customer & Stakeholder Engagement
Work directly with departments IT liaisons and business partners to understand requirements
Provide clear timely communication and customer-focused support
Participate in cross-functional initiatives and platform planning efforts
Preferred Qualifications
Minimum of three (3) years of experience administering Microsoft 365 in an enterprise environment in EACH of the following domains.
Demonstrated hands-on experience administering:
3 years administering Microsoft Teams
3 years administering SharePoint Online
3 years administering Exchange On-prem and Online
Demonstrated advanced proficiency in PowerShell for enterprise-scale automation and administration
Experience with Power Platform (Power Automate Power Apps)
Experience integrating Microsoft 365 services with third-party and line-of-business applications using native connectors APIs and middleware platforms.
Familiarity with Microsoft Entra ID (Azure AD) Intune and Security & Compliance Center
Experience providing Tier 2 or Tier 3 technical support and resolving complex issues
Strong documentation communication and customer service skills
Demonstrated expertise with Microsoft Power Platform technologies including Power Automate and Power Apps
Proficiency administering Microsoft Entra ID (Azure AD) Intune and Microsoft Security & Compliance services
Experience with governance frameworks and lifecycle management
5) years of experience in M365 Services user and permissions management IT operations or cloud administration.
3 years experience in cloud administration and enterprise application
Prior experience in government or regulated environments
Ability to mentor or support Tier 1/Tier 2 staff

Education & Experience
High School Graduate or Equivalent and nine (9) years of related work experience
or
2 Year College Degree and seven (7) years of related work experience
or
Bachelors degree in Information Technology Computer Science or a related field (or equivalent experience) an five (5) years of related work experience
Or
Masters Level Degree and three (3) year of related work experience
or an equivalent combination of education and relevant experience that provides the necessary knowledge skills and abilities to successfully perform the essential job duties.
CONDITIONS OF EMPLOYMENT
The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.
