Schedule and Travel:This position is primarily remote. Standard business hours are Monday through Friday from 8 AM to 5:00 PM. However flexibility will be required to meet business demands and deadlines. Occasional weekend early morning or late evening work may be necessary to address the agencys needs. Additionally this position requires statewide travel including overnight stays to provide services across the state and on rare occasions travel outside the state is required.

Who We Are:
The Commission on Hispanic Affairs (CHA) exists to aid in the development of public policies and the delivery of government services to the Hispanic community. The Commission on Hispanic Affairs can advise the legislature state agencies and the governor on how to effectively create policies that will not pose barriers communicate and deliver services to the Hispanic/Latinx residents of Washington state.

What you will be doing:
You will contribute to CHAs mission by fostering trust and collaboration between our agency and regional constituents stakeholders and community leaders including those from non-governmental organizations and local this role you will contribute to the mission by developing and executing research procedures gathering both qualitative and quantitative data and analyzing synthesizing and interpreting this data. You will also research and analyze complex issues raised by our constituents and stakeholders identifying trends and developing actionable recommendations. Additionally you will support CHAs data needs by developing and conducting research projects focused on programmatic barriers and customer experience within the State enterprise preparing data summaries and creating detailed collaboration with your supervisor and team you will help develop performance metrics and conduct complex analytical research including statistical reports and studies to support program and agency performance. The work products you create will be used by the leadership team agency director and Commissioners to inform policy recommendations for the Governor and his staff state agencies and the legislature. You will also have the opportunity to collaborate with other state agencies to support cross-agency data analysis and outreach efforts.

Duties


Some of what youll enjoy doing will include:

  • Building and managing valuable relationships with external stakeholders (partners sponsors thought leaders subject matter experts and media representatives) through meetings and events that promote our projects and mission.
  • Planning creating and conducting surveys listening sessions conferences and workshops to understand the needs and gaps experienced by constituents and stakeholders.
  • Performing complex data analysis and interpretation to identify regional trends in the needs and gaps of services experienced within the Latine community.
  • Collaborating with the outreach team to identify statewide trends needs and gaps experienced within the Latine community.
  • Gathering analyzing and synthesizing data to inform the agency director leadership and Commissioners in the creation of policy recommendations agency procedures strategic planning and goal setting for future policy recommendations.
  • Maintaining a central repository of commonly requested state programmatic information.
  • Establishing an effective data collection and analysis system to measure customer feedback and engagement track community resources and needs optimize marketing efforts and track regional constituent and stakeholder trends in the Latine communitys service gaps.

Qualifications


REQUIRED:

Bachelors degree in planning public policy public administration business administration communications marketing or a related field. College-level coursework in statistics.


Note: Relevant experience may substitute for the degree requirement on a year-for-year basis.


AND

Four (4) years of professional experience in the following areas:

  • Communications or program performance with government regulatory programs or agencies.
  • Marketing communications public relations research or performance management.
  • Creating research methods cost/benefit analysis needs assessment methods and evaluation techniques.
  • Survey techniques and tools focused on analysis of customer service programs.

Preferred Qualifications:

  • Advanced degree in planning public policy public administration business administration or a related field.
  • Project management certification.
  • Working knowledge of Washington state programmatic policies and regulations.
  • Bilingual in Spanish Mixteco Trique Mam Qanjobal or other Latin-American indigenous language.
