SUMMARY
Responsibilities include analysis programming and configuration of end user applications and/or systems software including. Analyes detailed business/functional/technical requirements and specifications for the application.
Codes internally developed applications and/or configuring commercial-off-the-shelf (COTS) applications using programming scripting and database languages. Supports application testing deployment maintenance and evolution activities by correcting programming errors responding to scope changes and coding application enhancements. Supervises professional level employees (typically entry or experienced level) and may also supervise some para-professional employees. Sets goals and objectives for team members for achievement of operational results. Ensures policies practices and procedures are understood and followed by direct reports customers and stakeholders.
Minimum Qualifications
High School diploma or equivalent and 11 year(s) of relevant experience;
or 2 Year College degree and 9 year(s) of relevant experience;
or Bachelors degree and 7 year(s) of relevant experience;
or Masters degree and 5 year(s) of relevant experience.

Essential Duties and Responsibilities
Supervision & Team Leadership: Supervise and lead and contribute to complex Software Applications utilized by Public Safety teams assign work conduct performance evaluations provide coaching and ensure high-performance standards.
GIS Public Safety Focus: Oversee the creation and maintenance of Public Safety GIS data (street centerlines address points fire hydrant locations emergency service response areas) and ensuring accuracy for Next-Generation 911.
Application Administration: Manage the implementation and lifecycle of public safety applications such as Computer Aided Dispatch (CAD) Records Management Systems Scheduling systems SharePoint sites. Act as Liaison with software vendors for technical support enhancements and upgrades.
Project Management & Development: Lead application implementation and development projects including creating customer web maps dashboards and automated scripting (Python SQL ESRI CAD RMS) to support first responders.
Data base Management: Maintain SDE geodatabases ensuring data integrity and integration with public safety database systems.
Stakeholder Engagement: Collaborate with Police Fire Medic County and State personnel to identify operational needs and align system capabilities with business objectives.
Emergency Support: Assure and participate in a 24/7 on-call schedule to support critical public safety IT infrastructure.
Budget & Strategy: Assist in developing IT budgets strategic plans and policies for public Safety IT services.
Technical Skills
Advanced proficiency with ESRI ArcGIS suite SQL Server and scripting languages (Python JavaScript)
CONDITIONS OF EMPLOYMENT
The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
