Job Summary

Summary

The primary purpose of this position is to serve as Chief Requirements Division in the Directorate of J8 at a major command (COCOM) with responsibility for directing the activities of the Division.

Duties

As Division Chief plans organizes and oversees the activities of the Division.

Exercises supervisory personnel management responsibilities. Directs coordinates and oversees work through subordinate supervisors.

Directs and/or leads broad capability reviews and major capability requirements (solution and divestitures) that affect all Commander USSOCOM missions and combat readiness of the Special Operations Components and Sub-Unified Commands to find fix and finish.

Prepares fact sheets position papers and top-level briefing as recommendation for requirements validation integration and divestiture with extant of Special Operations Military Information Support Operations and Civil Affairs capabilities.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Position must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance based upon a Special Background Investigation (SBI).
  • May be required to work an uncommon tour of duty.
  • This position is designated as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. (condt)
  • (condt) As a mandatory requirement for employment the incumbent is to refrain from use of illegal drugs and if requested submit to urinalysis testing. Selectee must sign a statement acknowledging the position occupied is a TDP.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management positions 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14 or equivalent in other pay systems. Examples of specialized experience includes knowledge of the policies principles concepts guidance procedures techniques and methodologies pertaining to Joint Capabilities Integration and Development System (JCIDS) policies directives and procedures. Knowledge of the mission roles functions organizational structures and operation of USSOCOM and subordinate/component organizations to provide command level staff guidance and/or conduct studies to determine Special Operations requirements needs. Knowledge of requirements and acquisition management principles (to include JCIDS) and techniques as they relate to requirements oversight review approval and command-level funding.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

Knowledge of the policies principles concepts guidance procedures techniques and methodologies pertaining to Joint Capabilities Integration and Development System (JCIDS) policies directives and procedures.

Knowledge of the mission roles functions organizational structures and operation of USSOCOM and subordinate/component organizations to provide command level staff guidance and/or conduct studies to determine Special Operations requirements needs.

Knowledge of requirements and acquisition management principles (to include JCIDS) and techniques as they relate to requirements oversight review approval and command-level funding.

Ability to plan organize and direct the functions and supervise mentor motivate and appraise the staff of an organization through subordinate supervisors.

Ability to analyze plan and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources

Ability to communicate both orally and in writing clearly concisely and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
