Summary

The Veteran Health Administration is seeking a Deputy Nurse Executive Nurse to fill a position located in the National Tele-Critical Care Program that will be located in on the following VA locations: Hines Illinois; Smyrna Georgia; Minneapolis Minnesota; and Cincinnati Ohio.


Duties

The nurse IV Deputy Nurse Executive (DNE) is an advanced healthcare executive who executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups and integrated programs that cross services and/or discipline lines and influence the organizational healthcare mission. The functions or scope of assigned duties includes:

  • The DNE functions as an advisor administrator educator consultant and mentor who possesses a wide range of experience and leadership ability.
  • The DNE provides senior leadership and oversight for VACO clinical and administrative operations as directed by the National Nurse Executive.
  • The DNE supports the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of Veteran-driven and organizational goals. The incumbent champions a High Reliability Organization (HRO) with a focus of safety founded on a systems approach to developing evidence-based healthcare solutions based on prevention not punishment with collective mindfulness.
  • The DNE collaborates with interdisciplinary team members including other program and service leaders at the VACO and network levels. They work closely to establish and maintain effective relationships with all levels of Veterans Affairs (VA) staff nationwide.
  • The DNE relates effectively with VACO and program healthcare executives and the community as well as program and service leaders at the network and facility levels. The incumbent assists the National Nurse Executive with healthcare operations and functions and activities expected of them. The DNE contributes ideas and recommendations for establishment and revision of standards of care policies and objectives for the enhancement of Veteran care.
  • The DNE is responsible for a program that operates 24/7. The incumbent directly supervises two Operation Nurse Managers Two Nurse Educators and two Nurse Simulation Coordinators. The DNE appropriately delegates activities and ensures competency process is in place to evaluate individual practice as well as a review process for annual performance ratings. The DNE exercises preliminary approval for the following: job descriptions policies and procedures standards of patient care treatment and services nursing practice standards staffing plans functional statements and standards to measure assess and improve patient outcomes.

Work Schedule: To Be Determined upon selection. There is one vacancy in the four duty location stated in announcement reporting to the VA facility located at one of the four duty locations. NOTE: This position potentially requires flexibility in schedule and assignments.

    Qualifications

    Basic Requirements:

    NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.

    Grade Determinations: The following Scope Education and Dimension criteria must be met in determining the grade assignment of candidates and if appropriate the level within a grade. The Dimension requirements (Practice Veteran/Patient Driven Care Leadership Professional Development and Evidence-Based Practice/Research) are detailed for each grade and level within the online assessment: Foreign education programs/degrees are not creditable as related degrees.

    The following Scope Education and Dimension criteria must be met to qualify for Nurse IV:
    • Scope: Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.
    • Education: Masters degree in Nursing (MSN) and 4 years of professional nursing experience one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Masters degree in a *related field with a BSN and 4 years of professional nursing experience one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in nursing and 3 years of professional nursing experience one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR a Doctoral degree in a *related field with a BSN and 3 years of professional nursing experience one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. *Note: Foreign education programs/degrees are not creditable as related degrees.
    • Dimensions:

      • Communication and Relationship Management. Directs the effective use of relationship management principles to achieve positive customer service experiences that are consistent with professional organizational values beliefs and practices at the program or services level.
      • Professional and Social Responsibility. Operationalizes a lifestyle of holistic care health advocacy and health equity. Applies ethical principles in decision-making at the program or service level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community.
    Preferred Experience:
    • A Masters degree in nursing healthcare administration or a related field.
    • A minimum of five years of progressive management experience within a healthcare setting preferably within a hospital or health system.
    • Demonstrated a strong track record of leadership strategic planning and operational oversight.
    • Experience in managing large teams driving quality improvement initiatives and implementing evidence-based practices is essential.
    • Possess excellent communication and interpersonal skills with the ability to collaborate effectively across multidisciplinary teams and support the overall mission and goals of the healthcare organization.

    Requirements: The incumbent must be a mature flexible sensible individual capable of working effectively in stressful situations able to shift priorities based on patient needs. The position may require long periods of sitting through meetings and/or at the computer. This position requires visual acuity keen hearing clear distinctive speech and manual dexterity. This position requires potentially long periods of continued walking standing stooping sitting bending pulling and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium dementia or psychiatric disorders. The incumbent meets the needs of the Veteran and as appropriate the Veterans family caregiver significant other the Veterans representatives visitors all VA facilities and staff and customers with information according to establish policies and procedures. The incumbent handles conflict and problems in dealing with any consumer group appropriately in a corrective manner.
