SUMMARY FOR GS-07: The primary purpose of this position is: this is a developmental position with known promotion potential to the target position of 6O9GN91 GSTraining and Curriculum Specialist. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document. When the supervisor determines that full proficiency has been acquired a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion.
SUMMARY FOR GS-09: The primary purpose of this position is to serve as the early childhood education specialist or youth development specialist for child and youth programs including child development centers family child care school-age youth programs and unique child care programs. To train program staff volunteers contractors family child care providers administrative and food service staff.
DUTIES FOR BOTH GRADES:
In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701 General Education and Training Series.
FOR BOTH GRADES:
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a degree that included or was supplemented by a major study in child development or early childhood education. NOTE: you MUST submit a copy of your transcript(s).
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have courses equivalent to a major in child development or early childhood education plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: you MUST submit a copy of your transcript(s).

In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles concepts and theories of the classified title and the standard practices methods and techniques of the occupation sufficient to perform difficult but well-precedented assignments. Knowledge of analysis evaluation fact-finding and investigative techniques in order to gather data identify significant factors and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports documentation and correspondence to communicate factual and procedural information clearly.

EDUCATION: FOR GS-07: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge skills and abilities necessary to do the work of the position OR have a bachelors degree in child development or early childhood education and meet Superior Academic Achievement. NOTE: you MUST submit a copy of your transcript(s).

COMBINATION OF EXPERIENCE AND EDUCATION: FOR GS-07: Applicants have a combination of experience and education as described above and understand the computed percentage of the requirements must equal at least 100%. NOTE: you MUST submit a copy of your transcript(s).
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year of specialized experience at the GS-07 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the principles theories concepts and practices of early childhood development and youth development encompassing infant through school-age youth and teens and child and youth development theories methodology and practices. Knowledge of childcare regulation requirements and policies.

EDUCATION FOR GS-09: Successful completion of two (2) years of progressively higher-level graduate education leading to a masters degree or masters or equivalent graduate degree where education is in child development or early childhood education. NOTE: you MUST submit a copy of your transcript(s).
OR
COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: Applicants have a combination of experience and education as described above and understand the computed percentage of the requirements must equal at least 100%. NOTE: you MUST submit a copy of your transcript(s).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-07: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
