Job Summary

Summary

The incumbent serves as a Program Analyst in the Accounting Section Finance Service. The incumbent is responsible for performing various reviews and analysis of data between the various accounting systems to ensure the financial integrity of the accounting section. Some of the duties for the incumbent will be to prepare various reconciliation reports; serve as a subject matter expert in handling non-routine issues; and provide training within the service and within the South Texas hospital.


Duties

Duties may include but are not limited to:

  • Incumbent operates as Program Analyst and will assist the Chief Accountant in the execution of responsibilities in directing the accounting and payment functions. Coordinates and maintains a continual internal review of transactions and work production.
  • Performs various reviews and analysis to ensure the financial integrity of the accounting section.
  • Responsible for the analysis of data from Integrated Funds Distribution Accounting and Procurement (IFCAP) Financial Management System (FMS) On Line Certification (OLCS) Station Inquiry System (SIS) Purchase Card Reports and other areas as directed.
  • Position requires a thorough knowledge of accounting and fiscal administrative procedures and complete understanding of regulations and directives.
  • Incumbent is responsible for the completion of assigned financial reconciliation and reviews and for the correction of any discrepancies found. Reconciliations include but are not limited to the following:
    • Advances
    • Accounts Receivable
    • Undelivered Orders & Accrued Service Payable
    • Patients Funds
    • Work In Process
    • Deferred Maintenance/Environmental Liabilities
    • Fixed Assets (Real and Expendable Property)
  • Assures proper documentation and entry of accounting transactions. Analyzes accounting problems and requirements and provides recommendations on practices and principles.
  • Incumbent is available as a technical resource to the accounting section as well as individual services. Serves as the point of reference for the section for handling of non-routine problems by providing solutions derived from established accounting principles theories concepts and practices.
  • Maintains and processes various fund control points in Medical Services Administrative Services and Facility Services Appropriations and the integrated fund distribution control point activity accounting and procurement i.e. obligations receiving reports certified invoices verification of payables and undelivered orders and reconciliations.
  • Maintains and processes the Centralized Accounting System for Construction Appropriations (CASCA) and the integrated fund distribution control point activity accounting and procurement i.e. obligations receiving reports certified invoices verification of payables and undelivered orders and reconciliations.
  • Prepares special analytical reviews for management.
  • Assist Chief Accountant in areas of training and cross training.
  • Performs other duties as assigned.
Work Schedule: Monday - Friday 8:00am-4:30pm

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/09/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: professional knowledge of accounting concepts theories practices methods and techniques; Knowledge of organizational or program practices policies functions and programs to accomplish independently a variety of assignments; the ability to modify and apply conventional accounting and analytical techniques to solve a variety of accounting problems; knowledge of administrative systems (e.g. FMS PAID IFCAP etc.) and knowledge of their governing regulations and fiscal practices to ensure the system accurately portrays operations and adheres to accepted principles; knowledge and skills to compile current financial data and trends to management officials in order to assist them during decision-making processes; and skill in technical writing data presentation and oral communication.. OR
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree LL.B or J.D. if related. Such education must demonstrate the knowledge skills and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond the first year. Only graduate level beyond the first year is qualifying for a combination rating. (TRANSCRIPTS REQUIRED)

    Physical Requirements: The work is principally sedentary but may require some light lifting bending and stooping in maintenance of office files. Work may also require walking and standing in conjunction with travel for attendance at meetings and conferences away from the work site.
