THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR) Position Description Number D0338P01 and is part of the 107TH ATKW National Guard.

This vacancy does not meet the criteria for appointment of annuitants.

Selection may be made via military key staff appointment.


Duties

As the PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR) GSyou will provide leadership and management of the flying/training unit(s) to provide manpower equipment and training in peacetime in preparation to perform the wartime mission. The incumbent is accountable to a wide variety of federal state and local authorities on all aspects of operations personnel equipment funds and real addition this position may have similar supervisory and/or support responsibilities for other flying and non-flying units which may be collocated or geographically separated.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a two year trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position within one year of appointment.
  • Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Military Grades: Officer only

GENERAL EXPERIENCE: Experience education or training in managing or directing one or more programs including appropriate supporting service organizations. Supervisory managerial professional or technical work experience and/or training which has provided knowledge of management principles practices methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Experience time requirements of 1 year equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems identifying significant factors gathering pertinent data and recognizing solutions; preparing reports plans policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel or substantive administrative support functions. Experience in managing the function of the work performed. Experience which includes leading directing and assigning work of personnel. Experience serving as manager for an ANG Group/Wing with leadership responsibility direct line responsibility and full accountability for the flying unit. A degree of competence is required in a number of specialized subject-matter or functional areas such as aircraft maintenance financial/budget personnel air operations information systems facilities management security public affairs. etc.

Recruitment/Relocation Incentive: May be authorized for highly qualified candidates or hard to fill positions. TAG is final approval authority for any incentive requests.

Relocation costs are authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Governments best interest.

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).
