Job Summary

Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code Title 10 as well as Department of Defense Instruction 1400.25. This position is located at the U. S. CYBER COMMAND FORT MEADE MD.


Duties

  • Serve as the Director Acquisition Financial Management Division under the Command Acquisition Executive and J9 Acquisition and Technology Directorate.
  • Direct the functions of budgeting programming and acquisition financial management oversight review and analysis.
  • Share external representational duties with the Command Acquisition Executive on various committees boards working groups and other intra- and inter-agency forums.
  • Establish annual multi-year and long-range forecasts and plans for manpower budget and accounting requirements.
  • Plan work to be accomplished by employees setting and adjusting short-term to long-range (e.g. multiple year) priorities.

  • Appointment may be subject to a suitability or fitness determination as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
  • The incumbent may be recalled to duty may be required to work other than normal duty hours which may include evenings weekends and/or holidays and may be required to work overtime.

To qualify based on your experience your resume must describe one-year of specialized experience that demonstrates the possession of knowledge skills abilities and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Supervising a financial management team 2) Providing advice on the implementation of acquisitioning directives AND 3) Establishing manpower budget and accounting requirements for an organization.



Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information

  • If you are a current federal career/career-conditional employee you will be placed on an excepted appointment.
  • Male applicants born after December 31 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Direct Deposit of Pay is required.
  • Must be able to obtain and maintain a Top Secret SCI security clearance.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • Certification Level - Advanced: This position is designated as a Financial Management (BUS-FM) position requiring Advanced certification in accordance with the National Defense Authorization Act (NDAA) 2012 Public Law 112-81 Subtitle F-Financial Management section 1051 amending 10 United States Code section 1599d. The incumbent must obtain Defense Acquisition Workforce Improvement Act (DAWIA) BUS-FM Advanced certification within two years.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

  • Salary includes applicable locality pay or Local Market Supplement.
