Job Summary

Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA DBC/DEVELOPMENT AND BUSINESS CENTER .


Duties

  • Plans and conducts studies to analyze plans programs and projects which identify and propose solutions to long standing problems associated with highly complex long-term scientific and technical mission issues in the area of IT systems security.
  • Confirms program plans budgets acquisitions and strategies align with DISA/DoD objectives. Advises on project planning assesses milestone progress and recommends revisions for program success and optimized resources.
  • Develops comprehensive spend plans for multi-million-dollar programs executes funding tracks obligations and expenditures and analyzes data in order to support overall program mission.
  • Managers contracts to optimize financial and operational performance while minimizing risk. As a DISA-certified COR interfaces with stakeholders and performs full contract management duties to ensure compliance and performance.
  • Institutes program tracking systems and periodic reviews ensuring projects remain on schedule.

  • This national security position which may require access to classified information requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Must be able to obtain and maintain access to classified information and eligibility to have the appropriate security clearance as a condition of employment. May be subject to initial and random drug testing for this position.
  • The incumbent must obtain acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position in accordance with DoD Instruction 5000.66
  • Some travel may be required IAW the Joint Travel Regulations.
  • Incumbent is required to complete the Contracting Officer Representative mandatory training within 90 days upon entering the position and maintaining proficiency annually thereafter.
  • The incumbent is required to submit a Financial Disclose Statement OGE-450 Executive Branch Confidential Financial Disclosure Report upon entering the position and annually thereafter in accordance with DoD 5500.07-R Joint Ethics Regulation (JER)
  • Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.

Qualifications

In order to qualify for this position you must meet the requirements described below.

Qualifying Experience:
To qualify at the GG-14 your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience including volunteer work and Military service that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position qualifying experience is defined as

Planning and comprehensive analyses of enterprise-wide programs and high-impact projects to ensure alignment with strategic objectives and operational priorities.
OR
Manage enterprise-wide contracts drive milestone delivery manage risk mitigation and ensure outcomes meet scope schedule and budget.

Education

There is no substitution of education for the qualifying experienceat the GG-14 grade level

  • TDY Travel: OCCASIONAL
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • Current Federal employees within CONUS who are selected through a formal competitive recruitment process for a lower graded position overseas may be afforded pay retention if their pay would otherwise be reduced. Pay retention may be granted to employees already in the overseas area if the recruitment efforts had been extended outside the overseas command involved and the individual selected will have to PCS. Locality rates of pay will not be used for pay setting when transferring to the overseas area.
  • Eligibility for foreign-are allowances such as Foreign Post Allowance and Living Quarter Allowance will be determined at the time of hire.
  • Military Spouse Preference (MSP)/Family Member Preference (FMP) - Candidates claiming MSP/FMP must include a copy of sponsors orders authorizing movement of spouse to the overseas command or other appropriated documentation that support the preference. Additional documentation may be required prior to granting the preference. Family members of locally hired DoD civilian employees are not eligible for FMP.
  • The DoD policy on overseas employment for civilian employees limits overseas tours to 5 years. Extensions beyond 5 years are designed to provide management flexibility to meet defined mission requirements that otherwise cannot be made.
  • A one year probationary/trial period may be required.
  • Management has the prerogative to select at either grade level.
  • Current DoD employees who accept this position will have statutory return rights to the same grade they held prior to accepting this position.

  • Moving costs MAY be paid. They MUST be paid if a DISA employee is selected for the position.
