The Opportunity

Reporting to the Director of Policy and Data Analytics the Manager Data Analytics & Insights designs develops and implements analytics-driven strategies and solutions for the Nova Scotia Provincial Housing Agency (NSPHA) to support policy development implementation and evidence-based decision making. This work underpins improved service delivery informs policy and legislation and supports programs aligned with the Agencys mandate and governments housing priorities.

The Manager oversees the full data lifecycle to ensure trusted data is available for planning and program management working closely with the Department of Growth and Development (DGD) and Cyber Security and Digital Solutions (CSDS) to govern NSPHAs data assets. They manage a team responsible for implementing data management processes monitoring data quality in line with corporate policy and legislation and delivering information services based on established principles.

The Manager translates business needs into actionable insights and program modernization opportunities leading a multi-year roadmap that aligns data architecture digital platforms and system upgrades with strategic priorities. They champion innovative user-centered digital solutions and collaborate with senior leaders subject matter experts and technology partners to modernize program delivery and enhance client experience. The role also supports system training and change management to ensure successful adoption of new tools and processes.

What youll do

Responsibilities

  • You will provide strategic leadership in positioning data as a core organizational asset overseeing the design and delivery of analytics solutions including dashboards reports and business intelligence tools that give senior leaders clear actionable insight. You will develop briefing materials for senior executives and the Minister translating complex data and system issues into concise accessible narratives that support evidence-based planning policy development operational excellence and effective communication.
  • You will act as a primary liaison between NSPHA and its technology partners ensuring data and analytics needs are clearly communicated aligned with strategic priorities and reflected in system and process improvements. You will lead major initiatives under the Agencys digital roadmap including modernizing systems strengthening oversight of the public housing portfolio improving data integration and reporting and supporting staff training and change management to ensure successful adoption of new tools and technologies.
  • You will implement and enforce a robust data quality and governance framework ensuring analytics are accurate consistent privacy-compliant and supported by standardized policies enterprise data models and centralized repositories.
  • You will work with business owners to define reporting requirements performance outcomes and data metrics prioritizing analytical tools and reports that deliver the greatest value to operations client service statutory reporting program evaluation and continuous improvement.
  • The Manager oversees human and financial resources by setting and assessing staff performance targets promoting diversity and inclusion and fostering a healthy collaborative workplace. They uphold HR practices and occupational health and safety standards support staff development and maintain clear internal communication. The role also monitors expenditures adheres to procurement guidelines and consistently models respectful professional conduct in all interactions with colleagues tenants and stakeholders.
  • May perform other related duties as assigned.

Qualifications

Must Have

  • University degree in Business Mathematics Computer Science Operations Research Economics Statistics or other quantitative discipline along with five years progressive management experience in data analytics information management outcomes and performance measurement role or equivalent.
  • Experience as a team leader that understands how to coach develop and motivate staff to deliver key outcomes.
  • Strategic thinker with analytical expertise able to translate complex information into insights that drive performance.
  • Innovative and proactive capable of working independently and applying adaptive problem-solving to complex information requests.
  • Skilled relationship-builder who can foster collaboration with internal teams external partners and key stakeholders.
  • Proven decision-making skills using data analytics and program knowledge to align recommendations with organizational objectives.
  • Knowledge of equitable and responsible data use committed to mitigating potential bias and supporting fair ethical and inclusive outcomes.
  • An equivalent combination of education and experience will also be considered.
