The General Manager Land and Property (GM L&P) shall:
formulate the overall strategy for the disposal of the Hotel Office and Residential (HOR) and Retail Dining and Entertainment (RDE) developments in the West Kowloon Cultural District (WKCD) as required including issuing tenders for developers and contractors to execute Build-Operate-Transfer (BOT) contracts Public-Private-Partnership (PPP) contracts entrustment contractsetc.;
prepare feasibility studies on different development mixes and property development packages collaborate with colleagues in developing the schematic design of the developmentpackages;
collaborate with colleagues and consultants taking into consideration the requirements of internal and external stakeholders prepare the development tender documents including the development agreement development brief supporting materials and control plans and ensuring the successful award of the developmenttenders;
prepare Government lease applications and liaise with Government departments on the land grantterms;
collaborate with colleagues and consultants in monitoring PPP partners in their detailed design disposal of the residential units commercial leasing of the RDE and the successful completion of the developments; and
oversee the general land related responsibilities of the Land and Property Department.
The Ideal candidate should have:
arecogniseduniversity degree or postgraduate degree in property related disciplines preferably insurveying;
have a membership ofan appropriate professionalinstitution orequivalent;
have at least 20 years of relevant working experience in large scale property developments; PPP development tender and land administration experience isessential;
has good commercial acumen and negotiation skills; and
excellent oral and written communication skills in both English and Chinese (Cantonese and preferably Putonghua).
