CLASSIFICATION: PSE-OP Office Personnel

TITLE: Manager of Substitute Staff

REPORTS TO: Human ResourcesDirector

POSITION SUMMARY

This position will coordinate the substitute operations for the District. Responsibilities include being the main contact for the district substitute management system maintaining all substitute records including lists of substitutes hours and days worked current information on substitute availability and reports. Additional responsibilities include preparation and auditing of monthly payroll upload for certificated leave usage and certificated substitute pay.

Preferred Education and Experience

  • High school graduate or equivalent
  • Two years of clerical experience
  • Advanced technical training may substitute on a month for month basis for up to one year of the required experience
  • Familiarity with school district operations

Special Requirements

  • Successful Washington State Patrol and Federal Bureau of Investigation fingerprint clearance
  • I-9 employment eligibility in compliance with the Immigrations Reform and Control Act
  • HIV/HBV training (obtain within 60 days of hire date District provided)
  • Human Resources new hire training (obtain within 60 days of hire date District provided)
  • Availability to work extra hours to meet deadlines and complete assignments if required
  • Flexible hours and days required

Knowledge Skills and Abilities

  • Knowledge of general secretarial procedures
  • Knowledge of correct grammar spelling and English usage
  • Keyboarding skill at 55 words per minute with accuracy
  • Skill in operating general office machines
  • Ability to operate computer and learn software programs

POSITION RESPONSIBILITIES

  • Assigns certificated and classified substitutes to cover employee absences. Determines substitute with qualifications best matching the job available using current district substitute software. Alerts building secretaries of substitutes assigned to their location for the day.
  • Maintains substitute records including listing of substitutes available for work assignments. Documents substitute records with individuals assigned to positions and hours worked.
  • Prepare and audit monthly certificated payroll upload and coordinate with building secretaries to meet upload deadlines
  • Track substitute assignments associated with open postings and temporary support for both certificated and classified employees
  • Interacts with all stakeholders including but not limited to substitutes building office staff and administrators in a warm confident manner
  • Audit and data enter certificated absences from in-house exception logs
  • Recruits substitutes screens applications and maintains substitute employee files
  • Provides substitute orientation
  • Receives feedback from building staff on quality of substitutes and staff member preference; keeps administrators informed of problems requiring review
  • Provides periodic reports to the Personnel Office including year-end reports status of available substitutes and list for reasonable assurance letters
  • Regular and punctual attendance to perform duties and responsibilities of position
  • Performs related duties as assigned
  • Adhere to federal and state laws and district regulations policies procedures and practices
  • Mandatory reporter for incidents of child abuse harassment intimidation bullying boundary invasions fights substance abuse etc.
  • Abide by employment provisions provided for in the collective bargaining agreement
  • Observe strict confidentiality regarding student information
  • Maintain regular punctual attendance

  • The job is performed with the majority of time spent indoors and under minimal temperature variations; a portion of the day may be time spent outdoors and is subject to a variety of changing weather conditions and potentially uneven/slippery surfaces.

EMPLOYMENT CONDITIONS

This position is that of substitute coordinator and is represented by PSE-OP of Monroe Office Personnel Association. Vacations holidays and other conditions of employment are covered under the PSE-OP of Monroe Office Personnel collective bargaining agreement. Hours and days to be determined by the district.

EVALUATION PROCEDURES

An annual evaluation of performance shall be completed by the department administration in accordance with District evaluation procedures.
