Description of Job

This Facility Management Services (FMS) position oversees construction project management and physical plant maintenance for all Colorado Department of Corrections (CDOC) facilities statewide. This encompasses over 10000 acres of land and 7.3 million square feet of buildings and includes the critical infrastructure that provides electrical water sewer and natural gas to all correctional facilities and Colorado Correctional Industries programs. Coordinate the development management and direction of the preventative predictive and corrective maintenance for the CDOC by assisting the setting of policies guidelines and schedules for physical plant staff to adhere to.

Primary job duties include but are not limited to:
  • Lead supervise mentor and educate staff through the Performance Management Program (PMP). Initiate and approve PMP documentation; approve and oversee staff schedules;
  • Assist in the management of the centralized facility management maintenance Support staff for department wide facility maintenance life safety insurance and emergency projects. Coordinate support and response of external specialty contractors for emergency and insurance projects that cannot be addressed with CDOC staff;
  • Develop and maintain equipment and component replacement schedules to include cost estimates for all CDOC facility central infrastructure and critical building systems;
  • Review and recommend priorities for facility maintenance funding allocations. Evaluate facility maintenance contingency requests manage the budget and set funding priorities. Develop reviews and recommend maintenance funding allocations;
  • Assess and implement appropriate staff training to operate and maintain critical infrastructure and systems;
  • Develop maintain and administer third-party state-wide award maintenance contracts for equipment and systems to include: elevators stand-by and emergency generators boilers building automation systems and chillers;
  • Monitor and provide support to facility maintenance staff to ensure CDOC regulatory compliance with external stakeholders including the Colorado Department of Public Health and Environment Division of Public Safety Fire-Prevention and Control the Environmental Protection Agency (EPA) Air Pollution Control Division Water Quality Control Division Oil and Public Safety Division Sanitation Districts local water suppliers natural gas suppliers and electric power providers;
  • Provide guidance to FMS and facility management staff for critical maintenance and construction projects at existing prison facilities: identify project scope develop project approach and strategy assist in solicitation and secure professional services;
  • Track and report project budget and schedule supervise and participate with professionals in document development document compliance review identify materials assure contract compliance by professionals constructors and staff resources. This includes frequent on-site presence negotiation and resolution of contract disputes and non-performance using all required codes and standards;
  • Review and provide recommendations for the preventative predictive and corrective maintenance management and work order program department wide; set policies guidelines and schedules for physical plant staff adherence. Oversee and provide overall direction for Sprocket which is the CDOCs computer aided maintenance management system (CAMM). This includes training quality assurance and control budgeting for required upgrades supporting facility use and auditing for critical equipment.

Experience Only:

Eight (8) years of *professional experience in construction management or comparable experience

Or

Education and Experience:

A combination of related education from an accredited college or university in Architecture Engineering Construction Management Business Management Criminal Justice or a closely related field of study and/or relevant experience in an occupation related to the work assigned equal to eight (8) years


*Professional Experience: involves exercising discretion analytical skill judgment and personal accountability and responsibility for creating developing integrating applying and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university;equivalent to the curriculum requirements for a bachelors or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore extend and use additional discoveries interpretations and application and to improve data materials equipment applications and methods.

Preferred Qualifications:(Candidates may receive higher rating for possessing any preferred qualification criteria.)
  • Experience in construction management and facility maintenance;
  • ICC Commercial Building Inspector Certificate;
  • Experience with state contracts/contracting;
  • Experience and knowledge of Colorado Department of Corrections operations.

  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment

  • Willing and able to work various shifts days afternoons graveyards (nights) which includes a rotating shift schedule

  • TB (tuberculosis) screening is required of all new employees upon hire


Successful completion of a background investigation is required. Should applicants background reveal criminal charges it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.
