Role Overview:
We are seeking an experienced Project Manager to oversee the development and
launch of a new website for Minnesota Management and Budget (CLIENT).
The Project Manager will serve as the primary liaison between the vendor and the
Client ensuring all deliverables are completed on time within scope and in
compliance with State IT security and accessibility standards.
Key Responsibilities:
Lead and coordinate all Phase 1 deliverables:
Discovery: Document business objectives stakeholder needs audience insights
project scope and user research.
Plan: Develop website design aligned with CLIENT branding create project plan
information architecture and test plans.
Build: Oversee development of a user-centric Drupal website ensuring compliance
with security standards and agile code migration.
Test: Manage unit regression performance load and user acceptance testing;
ensure WCAG 2.1 and Section 508 compliance.
Launch: Coordinate launch with MNIT and CLIENT provide responsive support for 30
days post-launch.
Support: Train CLIENT staff on Drupal CMS and transition long-term management.
Act as the central point of communication between vendor teams CLIENT
stakeholders and MNIT.
Track milestones manage risks and ensure timely resolution of issues.
Ensure project documentation reporting and compliance with State of Minnesota
standards.

Minimum Qualifications:
Candidates must meet at least one of the following:
2 years experience creating websites in Drupal for government entities.
2 years experience implementing AI-powered or advanced search functionality in
website environments.
2 years experience conducting CX discovery and analysis for websites serving
diverse audiences.
Preferred Qualifications:
Strong background in government IT projects and compliance standards.
Familiarity with WCAG 2.1 Section 508 accessibility and plain language
requirements.
Experience managing agile development cycles across Dev Test and Stage
environments.
Excellent communication stakeholder management and documentation skills.
