Key Responsibilities of this role
Interpret Martyns Law and translate its requirements into practical recommendations and implementation plans tailored to HES.
Develop the longterm security strategy across the estate ensuring a consistent and enhanced approach that incorporates modern innovative solutions.
Lead design and develop full business casespotentially up to 1mto implement physical security improvements.
Work closely with procurement colleagues to assess and select appropriate providers.
Plan and design the project actively monitor progress resolve issues and initiate corrective action to ensure timely and highquality delivery.
Define and manage governance appropriate to the scale of the project ensuring strong senior management involvement.
Oversee development delivery and implementation of procedural measures required for legislative compliance maintaining effective governance and auditable records.
Develop and maintain project plans ensuring clarity in roles and responsibilities across internal teams supported by appropriate Terms of Reference.
Build and maintain internal and external relationships ensuring solutions are both operationally workable and legislatively compliant.
Collaborate with senior leaders and external agencies to maximise compliance with the Terrorism (Protection of Premises) Act 2025.
Liaise with external suppliers to identify best value solutions ensuring highquality visitor experiences alongside compliance.
Interpret legislation and develop associated policies guidance and processes across HES.
Coach and train colleagues to embed required standards and expectations across the organisation.
Ensure HES remains futureproofed against evolving Martyns Law legislative requirements.
Lead (via matrix arrangements) the Martyns Law project team coordinating operational teams and specialist colleagues.
Provide advice guidance and support to ensure project deliverables are met.
Create and encourage a safe healthy and inclusive work environment.
Manage workload independently across multiple projects with competing demands.

Essential:
Professional security management experience.
High competence in preparing business cases and project management.
Strong management and leadership skills including highquality communication influencing and negotiation.
Experience leading or coordinating multifunctional project teams.
Experience of selfdirected work and broad project/programme management.
Ability to prioritise and work effectively in a fastpaced environment.
Experience of working on service improvement projects with successful delivery of highquality business cases.
