JOB PURPOSE:
The main role of the Association Manager (AC) is to coordinate strategize stimulate and facilitate MSF associative activities in the South Asia region to mobilize the democratic voice of South Asia Regional Association members; implement the MSF governance framework in conjugation with Executive Director and together with the MSF SA Board.
KEY ACCOUNTABILITIES:
Responsible for managing the MSF SA Association Secretariat team and other stakeholders
- Ensure the smooth functioning of the Association office.
- Supervision of the Association Officer and the Association Content and Engagement Officer (AC&E) according to the policies of the MSF South Asia.
- Supervision of volunteers and consultants.
- Support MSF SA Focal Points in the region.
Responsible for the coordination of internal and external communication and networking regarding MSF SA association amongst members towards relevant MSF board(s) the relevant MSF (India) offices the MSF operational sections and other relevant MSF Association Managers and officers in the MSF movement.
- Implement a structured internal communication strategy.
- Initiate facilitate develop and implement the identified communication (tools) among the association members.
- Develop and maintain (update) access to an association web page and stimulate exchange between members through online tools which is accessible to all regional members
- Membership communication through agreed communication channels or through alternate channels when such channels are not available.
- On approval from the president ensure communication with relevant MSF board(s) and perform independent desk research on specific associative assignments as needed.
- Share reports and progress or challenges with the MSF SA Board on key associative strategies & programs.
- Share information and collaborate with the MSF International Associative team.
- Part of the Operational Centre Amsterdam (OCA) Association Team strategically planning global OCA associative initiatives.
- Contribute to planning meetings with MSF focal persons in the region to promote associative life in the field in the South Asia region (India Nepal Sri Lanka Bangladesh Pakistan & Afghanistan)
Responsible for Associative Life in the Field events in the South Asia Region and supervision of Focal Points in South Asia Region.
- Responsible for supporting to the focal points in terms of associative capacity via Focal Point Workshops.
- Streamlining strategizing (ideating) and adapting the model and functions based on the needs of the region with support from regional focal points.
- Oversight of logistics event support financial reimbursements through focal points and the Association Officer.
- Responsible for management of Urban Spaces Focal Points and development of local strategy plans together with the Urban Spaces Secretariat for Nepal.
- Responsible for scripting and production of podcasts
- Travel management with Association Officer and Office HR Travel Desk.
Responsible for advising the board on governance activities; organization & execution of Governance Board elections General Assembly SA Board Meetings (Based on Planning Cycles & Statutes and By laws)
- Promote the functioning of the MSF SA board facilitating linkages with focal points South Asia Regional Association desk Other MSF Boards & associations the MSF South Asia & MSF International Association Desk.
- Organize and facilitate core activities of governance Board Meetings Agenda and information management of Board Meetings together with the MSF SA President & Treasurer General Assembly Board Teleconferences Field Based Debates Board Committees etc.
- Responsible for the timely circulation of the BM minutes. Recording MoMs and filing upon approval of Board President.
- Responsible for follow up of the Board decisions together with the Board President & Treasurer.
- Support and facilitate obtaining research material for the board members.
- Responsible for Institutional Memory and facilitation of access to information for the Board and members.
- Provide curated information as per the agenda for board members prior to the board meetings.
- Responsible for constitutional facilitation of GA & organisation of Board Elections as per Statutes & By laws.
- Responsible to facilitate the resource people for MSF SA association events.
- Key facilitator and advisor to the board on linkages with members associative matters in the region and conflict resolution.
- Participate in international associative meetings and collaborative associative projects.
- Provides technical support to board members and president in preparation of editorial key messages reports and presentations.
Responsible for the general administration reporting & financial administration of MSF SA
- Support association membership procedures together with the Treasurer of the MSF SA Board and facilitates membership procedures in accordance with MSF International MSF SA membership rules.
- Management of up-to-date membership database with support from Association Officer
- Support development of Associative Budget for MSF SA together with the Board Treasurer.
- Monitor the association budget; Presents analyses of the expenditure patterns advises on regional associative budget & reimbursements to the board /President & Treasurer.
- Timely facilitation of BCR to the treasurer.
- Evaluate and report on progress toward stated goals objectives targets and effectiveness of activities to the Board President & Treasurer.
- Information Management - Responsible for management of up-to-date files of relevant policies meetings activities and reports and ensures timely access of information to relevant stakeholders.
- All documents pertaining to the MSF SA should be archived and stored according to the confidentiality status.
- Responsible for updating SharePoint and other communication tools.
Adherence to Data Protection Policy.
Contributes towards internal communications.

- Overall responsible for a total of 2 staff Focal Points spread across South Asia Region volunteers & need based consultants.
- Covering the geographical area of South Asia (India Nepal Sri Lanka Bangladesh Pakistan & Afghanistan).
- Providing program development and management support to Focal Points
KEY PERFORMANCE INDICATORS:
- Proper organization of the annual MSF SA General Assembly (GA)
- Proper organization of Board Elections as part of MSF SA General Assembly ensuring transparency and neutrality
- Proper organization of the annual Focal Point Workshops (FPW) and Focal Point elections
- Proper facilitation (agenda & information management) & organization of MSF SA Board meetings as per board calendar.
- Production of NISAR 3 & Monthly e-newsletters
- In addition to the above numeric KPIs key contribution of this role is qualitative strategic & advisory role to the board on associative matters.
- Performing the regular performance evaluation of the Association team and reporting the outcome to the board.

Requirements
Educational Qualifications & Functional / Technical Skills
Minimum Masters degree in Management Sciences Business Management Social Sciences or related discipline from a recognized institution

- Minimum six plus years work experience in management / coordination.
- 4-5 relevant work experience
- At least 1 year of experience with MSF.
