Position Overview

SCOPE OF ROLE:

The Support Services functions at S:US are carried out by a team of professionals with differing backgrounds who share deeply in the S:US mission. We provide resources and support to the program departments to collectively pursue that mission. Support Services has a collegial supportive and dynamic culture that continuously seeks to improve. The Real Estate team is tasked with maintaining and expanding S:US large and diverse Real Estate portfolio. Our goal is to fulfill S:US commitment to reduce homelessness and provide a life of purpose by ensuring all of our residents have a safe clean affordable place to call home and all our staff have the right work environment to carry out the mission.

The On-Site Property Manager will work at 4 or 6 apartment buildings owned by S:US and at such buildings will be the owners on-site liaison with the tenants and coordinator all property related activities. These 4 to 6 buildings may be located in the Bronx Manhattan or and Brooklyn and are multifamily apartment rental buildings financed by Low Income Housing Tax Credits where S:US is either part of the ownership with other partners or the sole owner. This new employee will need to work closely with a number of different staff members and teams including the Program Director and other social service staff at the buildings the back-office property management team (which may be S:US or 3rd party companies (like Bronx Pro)) the S:US Facilities Department and the superintendent and porters at each building.

ESSENTIAL DUTIES & RESPONSIBILITIES

Position Summary and Responsibilities:

Job Responsibilities:

  • Visits each property at least weekly (and more if needed) and conducts weekly inspections of each assigned property to ensure the building is kept to the quality standard of the company:
  • Works with S:US Facilities Department and the superintendent and porters at each building to ensure timely completion of work orders and repairs;
  • Works with superintendent and porters at each building to minimize the issuance of municipal violations;
  • Works with S:US Real Estate Department and the superintendent and porters at each building to ensure that violations from HPD DEP ECB FDNY etc. are addressed and reported to Violations Coordinator;
  • Works with Program Staff and super and porter to coordinate the turnover of vacant apartments in an expeditious manner in order to avoid the loss of any rental income communicate with SPA Department of S:US re: unit availability and required inspections;
  • Coordinates with Contracts Manager when outside maintenance or service vendors are needed and advises Contracts Manager when vendors are not performing satisfactorily;
  • Advises Director of Maintenance or VP of Facilities when outside contractors are needed for repair work beyond the capability of the building staff and coordinates access for contractors and ensures inspections are made of work;
  • Ensures all apartment and property inspections are ready prior to and be on site for inspections;
  • Reviews the building inspection reports in conjunction with supervisor Director of Maintenance and VP of Facilities in order to understand what maintenance problems need to be resolved and improvements that need to be made; and
  • Represents himself/herself and the property in a professional manner with residents visitors and other employees.

Budgeting

  • Communicates opinion on necessary capital improvements to Director of Maintenance and VP of Facilities who will communicate with the Asset Management/Property Manager for budgeting purposes; and
  • Is familiar with the repairs and maintenance budget for the buildings and makes every effort to limit maintenance expenses to the propertys approved budget.

Personnel

  • Responsible for adhering to a weekly work schedule for himself/herself and all other staff at the properties;
  • With the Regional Supervisor trains the Maintenance Mechanics/Handymen and Porters/Cleaners in the proper performance of their functions consistent with company policies procedures and standards;
  • Works with Director of Maintenance Regional Supervisor and Program Director in evaluating the performance of the Superintendents Maintenance Mechanics/Handymen and Porters/Cleaners;

Resident Relations Rent Collection Community Room and Parking

  • Collaborates with the Program Staff and back office property management in leasing of the community room to tenants accepts payments and security deposits coordinate inspections and return of security deposit;
  • Collaborates with the Program Staff and back office property management in leasing of the parking spots to tenants accepts payments and security deposits maintains waiting list for parking spots;
  • Works with program director to develop communication protocol for communicating with both formerly homeless and community tenants re: affecting their tenancy;
  • Analyze and respond to resident requests related to managing the property;
  • Work with program staff to resolve issues with tenants and achieve tenant lease compliance;
  • As requested by back off property manager attends scheduled Housing court hearings as Landlords representative; and
  • As directed by back office property management or Program Staff work with tenants to obtain documents and fill out applications needed for various certifications (LIHTC or NYCHA Section 8).

Job Requirements

Essential Skills Experience Licensure Certification:

Qualifications:

  • 3 years of excellent performance in property management for affordable and/or supportive housing receiving low income housing tax credits (LIHTC) and/or other various rental subsidies (Section 8 NY/NY III ESHI NYC 15);
  • Proficiency in Microsoft Office including Word Excel and Outlook.
  • Proficiency in Yardi preferred.
  • High School Diploma or equivalent (Associates Degree or Bachelors degree is preferred);
  • Passionate about the S:US mission generally and provision of supportive housing in particular;
  • Ability to work independently or as part of a team;
  • Highly organized detail oriented and self-motivated;
  • Ability to manage other employees in a high paced dynamic atmosphere;
  • Excellent written oral and email communication skills.

General sign-off: The employee is required to adhere to S:US policies and procedures;

  • Perform duties as workload necessitates;
  • Communicate regularly with supervisor about department issues;
  • Demonstrate flexible and efficient time management and ability to prioritize workload;
  • Perform work activities requiring negotiating instructing supervising persuading or speaking with others; and

Respond appropriately to developmental feedback from supervisors and colleagues
