The City of Yucaipa is conducting a recruitment for an Associate Planner.

The Associate Planner performs technical and professional work in the field of land use and urban planning including current planning advanced planning and the implementation of the Citys General Plan and Development Code. The Associate Planner reviews and processes zoning and development applications and makes presentations to the Planning Commission. This is the journey level class in the Planner series and is distinguished from the Assistant level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant level once the incumbent meets the qualification standards of the Associate level demonstrates an ability to perform the full scope of the work and meets performance expectations.

Supervision Received and Exercised
Receives direction and functional supervision from the Director of Community Development and supervisory staff; provides technical supervision to entry level planning staff.

Examples of Duties

Duties may include but are not limited to the following:
  • Process a variety of land use applications including General Plan Amendments Final Development Plans Tentative Tract Maps Tentative Parcel Maps Conditional Use Permits Land Use Compliance Reviews Lot Line Adjustments and Lot Mergers; ensure compliance with City standards policies and codes.
  • Respond to inquiries at the public counter by phone or electronic mail; provide professional planning guidance to counter and clerical staff in responding to questions or inquiries; prepare correspondence to applicants violators and other agencies regarding compliance.
  • Interpret explain and apply applicable laws codes and regulations to the municipal planning process; interpret maps site and building plans and specifications and graphs and statistical data and draw logical conclusions.
  • Provide information to the general public property owners and developers regarding land use laws regulations standards policies and procedures related to the submission of plans the processing of applications and the implementation of conditions.
  • Research and respond to complaints of zoning code violations; perform site inspections as required provide support as needed to Code Enforcement and Building and Safety Division staff.
  • Participate in a variety of special projects; conduct data analysis and research on planning and environmental issues; develop report of findings and alternatives.
  • Conduct research studies related to land use zoning regulations urban design population trends transportation community and housing needs; prepare and/or review environmental documents in compliance with the California Environmental Quality Act (CEQA); and make recommendations regarding land use for residential commercial industrial and community purposes.
  • Coordinate and participate in the preparation of agenda items for the Planning Commission and City Council; attend and make presentations as required; prepare and present visual presentations as required; participate in community meetings regarding future development.
  • Build and maintain positive working relationships with co-workers other City employees and representatives of other agencies and the public using principles of good customer service.
  • Perform related duties as assigned.

Typical Qualifications

Knowledge of:
  • Principles and practices of urban planning and development.
  • Research techniques and analysis methods related to social economic population and land use data and related trends.
  • Site planning and architectural design.
  • Site design terrain constraints utility capacity constraints and land use compatibility.
  • Principles and practices of effective customer service.
  • Modern office equipment including use of applicable computer applications.
  • Land use physical design demographic environmental economic and social concepts as applied to municipal planning.
  • Applicable federal state and local laws codes and regulations including the City Municipal Code the California Environmental Quality Act and California laws relating to subdivisions annexations zoning and land use.

Ability to:
  • Learn to perform professional planning duties related to urban planning and development; manage multiple projects and deadlines; solve complex planning issues.
  • Interpret and apply City standards and regulations and related planning policies and procedures as well as applicable laws and regulations related to planning and associated environmental issues.
  • Prepare concise comprehensive and understandable written reports studies and other written materials.
  • Prepare and present oral and visual presentations.
  • Serve as an integral team player which involves flexibility cooperation and communication.
  • Follow workplace safety policies and procedures.
  • Operate and use modern office equipment including a computer and applicable software including Tyler Energov and/or other specialized project tracking software.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely both orally and in writing.
  • On a continuous basis know and understand all aspects of the job; frequently analyze work papers reports and special projects; identify and interpret technical and numerical information; observe and solve problems relative to operational and technical policy and procedures.
  • On a continuous basis sit at desk or in meetings for long periods of time; may intermittently walk or bend to observe field sites; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift or carry weight of 20 pounds or less.
  • Independently interpret and apply various codes rules regulations and policies to a variety of land use issues.
  • Perform professional planning duties related to urban planning and development; manage multiple projects and deadlines; solve complex planning issues.

Experience and Education
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:
Two to four years of responsible journey experience similar to an Assistant Planner with the City of Yucaipa.

Education:
Equivalent to a Bachelors degree from an accredited college or university with major course work in planning environmental studies or a closely related field.

License and Certificate
Possession of or ability to obtain a valid California drivers license.

Environmental Conditions
Work is generally performed in a temperature-controlled office environment subject to typical office noise with some work done outdoors with exposure to traffic outdoor weather conditions including extreme heat and cold and to wet and humid conditions. Attendance at night meetings may be required.The role may involve interactions with upset employees members of the public or external representatives while explaining or enforcing departmental policies and City regulations.
