Job Summary

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

Vision Statement

Provide skilled knowledgeable Catholic faith-based religious education services for active duty service

members and their families.

1 Introduction

The Coordinator shall provide all personnel management personal transportation and any other items or

services not government furnished to prepare furnish and support this agreement.

1.1 Mission

Serve all components of the Armed Forces and their family members by facilitating spiritual emotional

mental and physical opportunities to help them develop a mature level of resiliency so that our

organization achieves mission readiness and fosters personal and family well being.

1.2 Background

Similar agreements for 10 years provided active duty service members and their families with faith-based

Religious Education training that supports the Catholic faith. Primary contact person for program schedule

and content related to the actions of the agreement is the Religious Education Director (DRE).

1.3 Scope

To support a comprehensive Catholic Religious Education program within the parameters of military faithbased

training.

2 General Requirements

This is a Catholic specific religious education agreement. Coordinator shall primarily support military service

members and their family members at AMR Chapel. The Chapel is located at 1790 Bougainville Loop

Alimanu Military Reservation Family Housing Honolulu Hawaii. Crossover support and coverage to

other chapels may be utilized in the execution of this agreement as specified by the Director Religious

Education the Chaplaincy Resource Manager or the USAG-HI Garrison Chaplain.

a. Coordinator shall provide services throughout the period of performance as stated in the award.

b. Coordinator/employees shall be capable of working on ecumenical projects and demonstrate the ability

for teamwork in joint planning for community chapel events. Interactions will include members of all levels

of the military civilian staff and family members of various faith groups. The Coordinator shall maintain a

professional attitude and work environment reflective of a well-organized religious program during the

performance of the agreement.

c. Coordinator/employee shall present a neat well-groomed professional appearance during the

performance of the agreement. Various types of aloha wear are acceptable depending upon schedule of

events. Beach wear (tank-tops board shorts and swimwear) is not appropriate wear for day-to-day office

hours and/or staff meetings etc.

2.1 Non-Personal Services

The Government shall neither supervise Coordinator employees nor control the method by which the

Coordinator performs the required tasks. Under no circumstances shall the Government assign tasks to or

prepare work schedules for individual Coordinator employees. It shall be the responsibility of the

Coordinator to manage its employees and to guard against any actions that are of the nature of personal

services or give the perception of personal services. If the Coordinator believes that any actions

constitute or are perceived to constitute personal services it shall be the Coordinators responsibility to

notify both the Agreementing Officer Representative and the Procuring Agreementing Officer (PCO)

immediately.

2.2 Business Relations

The Coordinator shall successfully integrate and coordinate all activity needed to execute the

requirements. The Coordinator shall manage the timeliness completeness and quality of problem

identification. The Coordinator shall provide corrective action plans proposal submittals timely

identification of issues and effective management of subcoordinators. The Coordinator shall seek to ensure

customer satisfaction and professional and ethical behavior of all Coordinator personnel.

a. The Coordinator shall partner with the government to resolve all issues and conflicts within two (2) work

days first with the Director Religious Education then the Agreementing Officer Representative then the

Agreementing Officer.

b. Coordinator shall provide a qualified replacement during times of illness leave or vacation or other

absences as the calendar of events any circumstances the temporary replacement cannot

exceed two (2) consecutive weeks without the approval of the Director Religious Education and the

Chaplaincy Resource Manager or the Garrison Chaplain.

2.3 Agreement Administration and Management

The following subsections specify requirements for agreement management and personnel administration.

2.3.1 Agreement Management

The Coordinator shall establish clear organizational lines of authority and responsibility to ensure effective

management of the resources assigned to the requirement. The Coordinator must maintain continuity

between the support operations at AMR Chapel and the Coordinators corporate offices.

2.3.2 Agreement Administration

The Coordinator shall establish processes and assign appropriate resources to effectively administer the

requirement. The Coordinator shall respond to Government requests for agreementual actions in a timely

fashion. The Coordinator shall have a single point of contact between the Government and Coordinator

personnel assigned to support agreements. The Coordinator shall assign work effort and maintain proper and

accurate time keeping records of personnel assigned to work on the requirement.

a. Coordinator shall provide a point of contact with name telephone number and email address of the

individual that has full agreementual authority on all aspects of this agreement within seven (7) days of agreement

award.

b. Coordinator point of contact Agreement Officer Representative and the Program Representative (Director

Religious Education) shall have a post award meeting (may be face-to-face or telephonically) within 10

days of agreement award to further clarify any questionable details.

2.3.3 Personnel Administration

The Coordinator shall provide the following management and support as required. The Coordinator shall

provide for employees during designated Government non-work days or other periods where Government

offices are closed due to weather or security conditions. The Coordinator shall maintain the currency of

their employees by providing initial and refresher training as required to meet the PWS requirements. The

Coordinator shall make necessary travel arrangements for employees. The Coordinator shall provide

necessary infrastructure to support agreement tasks at AMR Chapel. The Coordinator shall provide

administrative support to employees in a timely fashion (time keeping leave processing pay emergency

needs).

2.5 Coordinator Personnel Disciplines and Specialties

The Coordinator shall accomplish the assigned work by employing and utilizing qualified personnel with

appropriate combinations of education training and experience. The Coordinator shall match personnel

skills to the work or task with a minimum of under/over employment of resources. The Coordinator shall

provide the necessary resources and infrastructure to manage perform and administer the agreement.

2.6 Location Hours of Work

This Agreement requires work at AMR Chapel 1790 Bougainville Loop Aliamanu Military Reservation

Family Housing Honolulu Hawaii.

a. This is NOT a full time job with a standard 0900-1700 Monday through Friday work environment.

Workdays and hours will vary according to the approved Calendar of Events tasks in the PWS and the

times of meetings. Many of the tasks in the PWS require evening and weekend hours and the

Government will partner with the Coordinator to determine what core hours are necessary to support this

agreement.

b. Permanent or long-term changes to the date time and/or location of the Religious Education

Programs shall be provided in writing by the Director Religious Education or the Chaplain Resource

Manager at least 30 days prior to the changes.

c. The Coordinator shall have access to the chapels and office facilities during normal duty hours 0900-

1600 Monday through Friday. These hours are contingent upon chapel staff availability and coordination

with key control officers for building access on weekends or holidays.

d. Coordinator employees shall adhere to all security and weather warnings and the event

that inclement weather causes the cancellation and/or postponement of an event the Contactor will not be

penalized.

2.6.1 Performance of Services During Inclement Weather Crisis or Natural Disaster.

This provision is not applicable since no services are required during inclement weather crisis or natural

disaster. The COR shall notify the Coordinator by any means of communication of

inclement weather crisis or natural disaster. There shall be no costs paid by the government to the

Coordinator during these situations except those costs authorized by the officer and incurred

by work performed under this agreement and PWS.

2.7 Travel / Temporary Duty (TDY)

Agreement does not include Temporary Duty Travel. Coordinator shall not be reimbursed for any travel or

fuel expenses related to this agreement.

3 Performance Requirements

The following section specifies the Performance Objectives and Performance Elements for the agreement.

3.1 The Coordinator shall coordinate Catholic CCD and RE Programs

30 Units (1 Unit equals approximately 2 hours)

Monitor and support volunteer teachers and students participating in the AMR Chapel Communitys

weekly Catholic Sacramental programs to include Reconciliation Communion Confirmation RCIA and

Out of Sequence classes. All sacramental programs require coordination with the Sacramental Team to

include the Catholic Priest DRE Parish Coordinator and Youth Coordinator depending upon the

specifications of each.

3.2 The Coordinator shall resource Catholic CCD RE Sacramental Programs and Outreach Groups

The Coordinator provides ongoing support and resources for all elements of the sacramental programs.

Support includes: research order and distribute curriculum materials and supplies for each class and

registration of children at the beginning of the worship year and assisting with Catholic specific aspects of

adult religious education. Plan and prepare all materials/supplies for weekly Catholic RE programs to

include: student/teacher packets crafts literature video resources and equipment. Conduct registration

and prepare handouts for all RE and Sacramental programs to include: student packets parent letters

coordination of start dates and times with the Director Religious Education the Protestant REC and the

Catholic Chaplain. Screen and maintain the Sacramental Records for First Reconciliation First Eucharist

Confirmation RCIA and Out of Sequence students as required by the Archdiocese of Military Services.

Resourcing Support includes: research order and distribute curriculum materials and supplies for each

class and registration of children at the beginning of the worship year and assisting with Catholic specific

aspects of adult religious education to include resourcing Outreach Groups such as Catholic Women of

the Chapel.

3.3 The Coordinator shall plan prepare Sacramental Celebrations and Rehearsals.

Collaborate with all elements of the Sacramental Team regarding the Sacramental Celebrations. Some of

the events are joint events and others are separate. Events/activities include First Reconciliation First

Communion Confirmation Easter Vigil and the Retreat.

a. Prepare and print bulletins and agenda needed for all sacramental celebrations rehearsals and the

retreat.

b. Prepare Archdiocese for Military Service paperwork prior to rehearsals for review by parent and/or

candidate. Corrected and signed copy plus parish certificate to be given to candidate at celebration.

c. Schedule and conduct rehearsals for Reconciliation and Communion notifying those involved by

bulletin announcement and letter or phone call when needed.

d. Prepare all resource materials for Sacramental celebrations parent meetings rehearsals and the

retreat to include crafts literature video resources honorariums and equipment.

e. Support the sacramental celebrations to include: assist children during the processional; seating

arrangements for families; coordinate ushers altar servers and Eucharistic ministers; coordinate room

setup for photographer; provide support and attend Confirmation retreat.

3.4 The Coordinator shall conduct out of sequence Sacramental Classes coordinate Family Night.

Monitor and support students and volunteer teachers who participate in the AMR Chapel Community

midweek Family Night and Sacramental Program.

3.5 The Coordinator shall provide baptism preparation classes prepare AMS Documents & Forms.

12 Units (1 Unit equals approximately 4 hours)

Provide monthly preparation classes for parents and godparents who are seeking Baptism for their infants

and young children. Screen and prepare the paperwork for Archdiocese of the Military Services Baptism

records for review by the DRE and signature of designated Catholic Chaplain. Coordinate with designated

chapel staff for the printing of baptismal records and certificates.

3.6 The Coordinator shall conduct seasonal Religious Education Events.

4 Units (1 Unit equals approximately 8 hours)

Develop and resource four (4) special programs for seasonal highpoints in the church year. These

seasonal programs are Advent/Christmas Easter/Lent Back-to-School Bash and Adult Volunteer

Appreciation Event.

3.7 The Coordinator shall recruit coordinate train Adult Volunteers.

Monitor and supervise all volunteers who assist with the Protestant RE programs at AMR Chapel. When

using volunteers who will work with children recruit at least two (2) adult volunteers for each group.

Assess individual worker skills and talents matching adult leadership with appropriate activities.

a. All volunteers working youth must meet Army Directives Policies and Regulations regarding required

training and background checks. Background checks are managed by the Directors of Religious

Education for the Garrison Chaplain. All volunteers will be referred to the DRE and cleared before

working unsupervised with any element of the religious education program.

b. Plan and conduct DRE directed volunteer teambuilding and training events specifically for Fall

Orientation Midweek Family Night Advent/Christmas Easter/Lent and Child Protection Training. The

events shall be designed to develop leadership skills and resource the volunteers with appropriate

classroom materials and supplies. Acquire and set up appropriate resources for display and distribution.

3.8 The Coordinator shall be a member of the Summer Vacation Bible School Team recruit

volunteers and assist with preparation.

Recruit train monitor and supervise all volunteers who assist with the annual week-long Summer

Vacation Bible School. This is a nondenominational event. Children from all faith groups are invited and

encouraged to attend. Parents are encouraged to volunteer either directly or behind the scenes during the

lead-up preparation for VBS. When using volunteers who work with children recruit at least two (2) adult

volunteers for each group. Assess individual worker skills and talents matching adult leadership with

appropriate activities.

a. All volunteers to include teen volunteers are required to have a background check. Background

checks are managed by the POC for the Garrison Chaplain Office. All volunteers will the referred to the

person in charge of facilitating the paperwork through the various elements of approval and cleared

before working unsupervised with any child under the age of 18.

b. Plan and conduct teambuilding and training events specifically for Summer Vacation Bible School that

develop leadership skills and resource the volunteers with appropriate classroom materials and supplies.

Acquire and set up appropriate resources for display and distribution.

3.9 The Coordinator shall participate in Summer Vacation Bible School.

Conduct Summer Vacation Bible School monitor and supervise all volunteers who assist with the annual

week-long Summer Vacation Bible School. Acquire and set up appropriate resources for display and

distribution.

3.10 The Coordinator shall Prepare Conduct Confirmation Parent Meetings at AMR.

Coordinator/employee shall organize and conduct Confirmation Parent Workshops at AMR with the

support of Sacramental Team Members. Coordinator shall reserve meeting location plan and conduct

parent meetings. Coordinator shall prepare handouts regarding confirmation roles responsibilities and

requirements for parents and candidates. Coordinators shall recommend and establish ministry services

and community service opportunities for the candidates. Coordination with the Sacramental team is

essential for a successful confirmation program. The Catholic Priest is the Sacramental Team leader.

Other team members include the DRE Parish Coordinator Catholic Religious Education Coordinators

and the Catholic Youth Coordinator.

3.11 The Coordinator shall attend coordinate and conduct joint Catholic Confirmation Retreat.

Coordinator shall attend coordinate and conduct the joint Catholic Confirmation Retreat for AMR and MPC

Catholic community as a member of the Sacramental Team. The length of the retreat shall be

determined by the Catholic Priest and the DRE. The retreat can be either a day-long event at a chapel

or off-site or include an overnight (i.e. afternoon of day 1 with an overnight stay and morning of day 2).

Roles and responsibilities will be distributed across the Sacramental Team. The retreat agenda and

activities will be determined at the Sacramental Team meetings. Coordination with the Sacramental Team

is essential for a successful confirmation program and retreat. The Catholic Priest is the Sacramental

Team leader. Other team members include the DRE Catholic Religious Education Coordinators Parish

Coordinator and Volunteer Confirmation Teachers.

3.12 The Coordinator shall attend religious education planning/coordination meetings.

Collaborate for a successful integrated-collective Catholic Religious Education Program by providing

representation at planning meetings. Include such things as event proposals publicity facility and

reservation needs funding requirements and updates on various aspects of the RE program.

a. Meetings will include: Planning and coordination with the Senior Catholic Priest (bimonthly) RE

Strategic Planning (bimonthly); CRE Brownbag Lunch (monthly); Leadership Summit (biannual) and

b. DRE will determine date and time of the Religious Education Coordination Meetings.

c. As requested provide Quarterly Action Plans and Activity Reports to the DRE with specified content

and format.

4.0 Training and Certifications

a. Coordinator may have either a Bachelor Degree in Christian Religious Education or another

ministry field from an accredited lieu of a ministry degree employees may possess a

Bachelors degree in another field of study from an accredited university and possess two years of work

experience in a military chapel environment (paid or volunteer) as a religious education coordinator

Christian school teacher youth minister Bible school teacher or related field.

b. Catholic specific training/certification: A religious education/Catechetical Certification provided by the

Archdiocese for the Military Services and a minimum of two (2) years teaching experience in a military

Catholic Religious Education/Youth oriented program is required for the Catholic portions of this agreement.

This person shall have the breadth and depth of knowledge necessary to accomplish the day-to-day

coordination of the Formation Program. This person shall demonstrate a familiarity with the commitment

to the Catholic faith and its doctrines teaching and beliefs.

c. Effective interaction with individuals from different religious groups is imperative. Coordinators and

employees must protect the pluralistic environment of the Army. Individuals shall not demean or

proselytize for or against any other religious group.

d. All employees must have the ability to work effectively in a fluid fast paced multi-faceted pluralistic

environment that engenders significant levels of stress and requires a high degree of coordination and

cooperation among the chapel staff and the clients who seek assistance.
