Department History Overview

Harris County Resources for Children and Adults was founded in 1966 as Harris County Child Welfare to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention intervention and adult services.

To better the lives of children and adults in Harris County.


Brief Position Overview:

Under the supervision of the Wraparound Program Supervisor the Wraparound Case Manager provides assessment short-term case management monitoring and service coordination for youth referred by Justice of the Peace Courts and school districts. The position supports youth and families in meeting court-related expectations coordinates wraparound planning and maintains accurate and confidential case documentation consistent with department and court requirements.


Duties & Responsibilities:

  • Provides support and problem-solving when court-related or behavioral concerns arise.

  • Assists families in stabilizing situations that may affect school attendance court compliance or safety.

  • Conducts Child Adolescent Needs Strength (CANS) assessment and gathers information relevant to court referral.

  • Facilitate family team meetings using the Wraparound principles and process.

  • Develops strength-based plans of care with youth and families.

  • Monitors court-ordered conditions and supports families in meeting expectations.

  • Links youth and families to educational behavioral-health and community resources. Coordinates services based on plan of care recommendations.

  • Assists in reducing barriers to participation.

  • Maintains complete records of referrals contacts with families at home schools and community settings meetings and services in case management data system.

  • Prepares written updates as requested by JP Courts and partner agencies.

  • Serves as liaison between families JP Courts Juvenile Probation DFPS schools and service providers.

  • Participates in staffing meetings and consultations as needed.

Requirements

Education:

  • Bachelors Degree in Psychology Sociology Social Work Criminal Justice or a closely related field.

Experience:

  • One (1) year full time paid continuous work experience working with youth and their families in a youth service agency in an institutional counseling or social services setting.

Language:

  • Must be Bilingual - Fluent in English/Spanish.

Licensure/Certification:

  • Reliable transportation with a valid drivers license and auto liability insurance is required.

  • Must pass CANS certification within 30 days of onboarding.

Knowledge Skills and Abilities:

  • Knowledge of youth development family systems and community resources.

  • Knowledge of basic court processes and terminology preferred.

  • Ability to work with diverse families and manage sensitive situations.

  • Ability to work independently while collaborating across systems.

  • Proficiency in Microsoft Office and case-management software.

  • Knowledge of county state and federal laws Texas Family Code statutes rules ordinances and regulations governing children.

  • Knowledge of principles practices and techniques of case management and administration case management documentation and records management.

  • Ability to maintain the highest standards of ethical behavior exercising honesty and integrity respect confidentiality and fairness in the execution of their official responsibilities.

  • Communicates detailed and often sensitive information effectively both orally and in writing.

  • Establishes and maintains effective relationships with adolescents family members school and government officials law enforcement community partners and the general public.

  • Contributes effectively to the accomplishment of team or work unit goals objectives and activities.

  • Skill in analyzing interpreting and applying Texas Family Code policies and procedures and federal state and local laws and regulations pertaining to governing children.

General Information

Position Type and Typical Hours of Work:

  • Full-time Regular

  • Monday - Friday 8:00 a.m. 5:00 p.m. (Evenings and Weekends as needed)

Salary:

  • $50003.20--$53040.00(Annually)

  • Based on 26 Pay Periods

  • Plus Mileage Reimbursement.
