In the Philippines WFPs efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities.

The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:

  • By 2028 communities exposed to shocks and stressors in the Philippines are better able to meet food nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.

  • By 2028 communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems inclusively and equitably.

  • The Government and partners in the Philippines access WFP services that augment their interventions upon request.

ORGANIZATIONAL CONTEXT:

Smallholder farmers and fisherfolk in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have limited resources information and training to increase their yield and undertake value - adding activities necessary to improve their livelihoods. The economic insufficiencies deprive them of resources to spend on food security nutrition housing education healthcare and other non-food essentials. Moreover inadequate agricultural infrastructure poor soil and water management practices and land tenurial issues impedes smallholders abilities to become self-reliant. Improved climate-smart agricultural practices and equitable inclusion of women and men smallholder farmers and fisherfolk into value chains is a crucial missing link to sustainably solve the prevalent poverty index and quell the low nutritional indicators that have affected the BARMM region for decades.

WFP along with its partners has successfully supported the creation of Bangsamoro Food Security Task Force (BFSTF) which brings together 21 Government Ministries to facilitate innovation convergence reforms and increase investments toward a sustainable food system in the region. It is tasked to carefully coordinate a holistic and comprehensive approach to achieving food security and nutrition of the BARMM.

WFP plays a catalytic and enabling role by strengthening governance and social protection systems ensuring programmes are evidence-based and inclusive. WFPs engagement focuses on building institutional capacity and embedding resilience within local systems supporting the transition toward full government ownership and enhancing sustainability and impact.

WFP works with the BFSTF and other key partners to implement an integrated package of interventions designed to increase the food security resilience and self-reliance of target populations. Specifically WFP:

  • Contributes to smallholders economic sustainability by promoting their inclusion in value chain through the development and formation of farmer and fisher associations/cooperatives and strengthening access to markets such as the Home-Grown School Feeding (HGSF) Programme and other institutional markets.

  • Supports resilience-building initiatives by engaging vulnerable communities in the creation of farm-to-market roads; irrigation canals reforestation soil conservation and water harvesting structures climate-smart practices and development of post-harvest facilities.

  • Strengthens climate risk management by using climate forecasts and other related information to trigger action before a shock occurs mitigating the impact of disasters on the food security and nutrition of the most vulnerable populations.

  • Empowers the community and food producers through Social and Behavioural Change (SBC) initiatives to positively enable behavior change towards self-reliance and healthy diets.

JOB PURPOSE:

WFP is seeking a Programme Associate (Agriculture Climate and Livelihoods) to support the enhanced uptake of livelihoods programmes linked to climate resilience and market access for smallholder farmers. The role sits within the Integrated Resilience (IR) team and reports to the Market Systems and Livelihoods Officer with additional guidance from the head of Integrated Resilience. This a full-time in-person position based in the Cotabato Field Office.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES:

The Programme Associate (Agriculture Climate and Livelihoods) will provide technical and administrative support in the implementation of the Integrated Resilience portfolio. The role involves analysis coordination capacity strengthening documentation monitoring and operational support to ensure sound delivery of the IR portfolio. Specific duties include:

Coordination & implementation

  • Support community-based climate-resilient activities: Assist in planning coordinating and monitoring small to medium adaptation projects with LGUs CSOs and communities. Provide guidance documentation and on-site technical support for quality delivery.

  • Promote ecosystem-based livelihoods: Work with communities cooperatives and LGUs to identify ecosystem- based livelihood opportunities document benefits and model links between ecosystem protection income food security and resilience.

  • Apply environmental and social safeguards: Assist in screening activities collect data consult communities track commitments and ensure mitigation and monitoring of risks at field level.

  • Facilitate market linkages: Work with communities cooperatives and LGUs to identify opportunities to link individuals and informal groups to farmer cooperatives or associations for enhanced market access.

  • Strengthen local climate governance: Organise community-based participatory planning and mapping integrate local knowledge into management plans. Coordinate with LGUs and local institutions to share lessons and strengthen accountability and inclusion in climate and environment-related decision-making processes.

  • Contribute to climate risk planning: Support LGUs to collect climate data assess impacts and develop update and implement local adaptation and resilience plans.

  • Inform local financing and policy decisions: Assist in collecting data for risk assessments costing of small-scale adaptation measures and prepare documentation for grants or local financing.

Partnerships & capacity building

  • Build and cultivate strategic relationships: Work with the Project Management Committee community development parters regional and provincial government and other partners in ways that lead to increased impact and local ownership of the programme.

  • Conduct workshops and community seminars: Assist in capacity building activities in collaboration with cooperating partners stakeholders in the community and the BARMM Government.

Monitoring & evidence generation

  • Ensure accurate and timely reporting: Provide documentation on programmes to enable informed decision making and consistency of information presented to stakeholders.

  • Prepare visibility material and social media content: Assist in collecting photo and narrative materials for achievements and success stories in coordination with the Communications unit.

  • Perform other related responsibilities and tasks which may include administrative tasks and workstreams in school feeding social protection anticipatory action emergency response gender and disability mainstreaming and other key areas of work as required and guided by management.

QUALIFICATIONS & EXPERIENCE DESIRED:

EDUCATION:

  • Completion of secondary education is required.

  • A bachelors degree in Agriculture Rural or Community Development Climate Change Development Economics Nutrition or any relevant highly desirable and considered as an advantage.

EXPERIENCE:

  • At least six (6) years of relevant experience in a unit or department of a public or private sector responsible for project management coordination strategic planning and programme implementation within development or humanitarian contexts.

  • Experience in agricultural value chains and related sectorsincluding agroforestry fish farming post- harvest loss reduction community mobilization rural development and project managementis considered an asset.

  • Demonstrated capacity in working with or supporting government agencies.

  • Familiarity with national policies strategies or frameworks related to rural development food systems agriculture value chains climate change and other related fields.

KNOWLEDGE AND SKILLS:

  • Experience with capacity strengthening from development of training modules to facilitation of large group workshops seminars or trainings.

  • Demonstrative sensitivity to local cultural knowledge attitude practices and beliefs.

  • Ability to work in a team and establish effective empathic working relationships with people of different diverse backgrounds and identities.

  • Proactive and keen willingness to learn and take on tasks.

  • Strong analytical communications and writing skills.

  • Ability to work within tight deadlines and manage multiple tasks simultaneously and independently.

  • Proven ability to conceptualize develop plan and manage project activities.

  • Advanced computer skills with mastery of Windows and Microsoft Office.

LANGUAGE: Excellent knowledge of written and spoken English and Filipino; Knowledge on the local language in BARMM is desirable.
