FAO Country Offices working under overall corporate guidance and in line with the Strategic Framework offer policy advice and support to countries in the mandated areas of FAO facilitated through partnerships resources and an active country programme to provide technical assistance develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.

The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically FAO Country Offices:
advocate inform and support policies and investments in the areas of FAOs mandate;
(ii)provide technical assistance and deliver core services;
(iii) assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
(iv)position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
(v)ensure risk-smart and accountable operations and management.

For more than four decades FAO has been working with the Government of the Philippines civil society community-based organizations the academe and the private sector to address challenges in the agriculture fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production promoting value-adding practices mechanization and modernization through improving post-harvest management enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters climatic hazards and armed conflict.

Reporting Lines

The One Health And Amr Specialist is under the overall supervision and guidance of the FAO Representative in the Philippines direct supervision of the National Program Coordinator of the Emergency Center for Transboundary Animal Diseases (ECTAD) in the Philippines in close collaboration with the ECTAD Regional Manager in the FAO Regional Office in Bangkok (FAO RAP ECTAD) HQ and RAP Pandemic Fund Coordinators (GCP/PHI/082/PAF) and DTRA Regional Project Coordinator (OSRO/RAS/404/USA).

Support the implementation of Resilient Philippines Project (GCP/PHI/082/PAF) and other projects on Animal Production and Health being implemented in the Philippines.

Tasks and responsibilities

Serve as the FAO national focal point on One Health coordination and AMR related activities ensuring alignment to the Quadripartite One Health Joint Plan of Action and FAO Global Action on AMR;
Liase with DA and other partner beneficiaries for FAOs support in strengthening reactivating or creating multi-sectoral and multi-disciplinary coordination platforms and action plans (One Health approach) at the national and subnational/local level;
oContinue support to the national coordinating platforms and committees such as the Philippine Inter-agency Committee on Zoonosis (PhilCZ) Inter-agency Committee on AMR (ICAMR) Food Safety Regulatory Board (FSRB) and National Rabies Prevention and Control Program (NRPCP) among others;
oCoordinate and provide technical support in the reactivation or creation of multi-sectoral and multi-disciplinary coordination platforms at the subnational and local levels (such as but not limited to Regions 1 3 4A 4B 6 NIR 11 12 and 13);
Coordinate further adoption and/or implementation of the different Quadripartite One Health Tools and other FAO tools such as but not limited to the Multi-sectoral Coordination Mechanism Operational Tool (MCM OT) Joint Risk Assessment Operational Tool (JRA OT) Progressive Management Pathway (PMP) on AMR Assessment Toll for Laboratories and AMR Surveillance Systems (ATLASS) etc;
Provide technical support in the development implementation and assessment of the national plans strategies or initiatives following a One Health Framework;
In coordination with the project team support in the development and implementation of capacity-building activities at all levels integrating One Health and AMR recommendations and concepts;
In close coordination with BAI and project team lead the development of concept notes and conduct of activities that will strengthen and highlight One Health related initiatives in the country such as but not limited to Simulation Exercises (SimEx) Joint Risk Analysis (JRA) After Action Review conferences and workshops etc;
Promote One Health and AMR advocacy through community engagement and awareness campaigns such as student forums WAAW/PAAW regional and local caravans and other multisectoral platforms;
Attend and actively participate in meetings workshops and similar engagements with the national project team and/or partner beneficiaries on matters related to One Health and AMR;
Assist in ensuring a programmatic approach in supporting technical areas and expanding OH beyond animal & public health stakeholders) being implemented by FAO;
Monitor progress against the work plan by tracking activities and targets with quarterly reviews and revisions;
Ensure that all administrative and financial matters/transactions concerning the project are conducted in accordance with FAO guidelines;
Carry out other relevant duties within his/her technical competence as requested by FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Doctor of Veterinary Medicine (DVM) or for non-DVM applicants much have an advanced degree in animal health/public health/One Health/Global Health or related field
For DVM or non-DVM with Advance degree at least 3 years of experience in animal health one health global health or public health
Fon non-DVM applicants without advance degrees at least 5 years of experience in animal health one health global health or public health
Working knowledge of English (C) is required
