What Youll Do

The Uranium Processing Facility (UPF) Utilities Manager is responsible for overseeing day-to-day utilities operations within the Y-12 UPF Asset Management Department at the Y-12 UPF. This position will provide leadership based on organizational goals policies procedures and work assignments. The manager will set safety expectations and ensure compliance with all applicable regulations for supervisors and operator personnel.


Major Duties and responsibilities:

  • Manager will provide 24/7 oversight for all efforts with the necessary support to allow Utilities Operations personnel to efficiently and safely respond to abnormal or emergency events and recovery efforts affecting the Utilities Distribution systems.
  • Ensures the principles of the Integrated Safety Management Systems (ISMS) Integrated Safeguards and Security Management (ISSM) and Conduct of Operations (ConOps) procedures and processes are implemented for all Utilities Operations systems.
  • Manages day-to-day decisions for assigned processes and equipment that affect system performance reliability and effectiveness/efficiencies to support the mission.
  • Provide leadership in maintaining safe working conditions and is proactive in preventing injuries radiological contamination and other chemical and hazardous exposures to the workforce.
  • Manage non-electrical utilities services including temperature control and dehumidification potable water process water tower water demineralized water chilled water industrial gases including cryogenics compressed air storm water and sanitary sewer.
  • Manage supervisors and personnel based on job-specific skill requirements and ensures they are fully trained and qualified to perform assigned functions in a safe and efficient manner.
  • Provide oversight to UPF Asset Senior Management team to maintain efficient and effective communications.
  • Oversee work activities are completed in accordance with applicable requirements. Maintain configuration control of equipment and tools. Ensure good housekeeping in shops and equipment.
  • Handle all personnel matters associated with work group including requirements of bargaining unit contract.
  • Interview hire or make hiring recommendations evaluate performance coach counsel reward and discipline employees as appropriate and train and develop staff.
  • Handle labor grievances and resolve personnel problems.
  • Provide leadership and personal interaction to promote positive work environment and encourage individual involvement.
  • Manager will ensure all activities are performed in conformance with established procedure policies orders and standards for the UPF Utilities Organization.
  • Serves as the primary interface on issues related to utility system operational status equipment status emergency preparedness audits and assessments and other safety management programs.

Minimum Job Requirements

  • Bachelors degree: Minimum 7 years of relevant experience.
  • Fifteen or more years of relevant education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • In addition the applicant must meet the requirements of DOE O 426.2A (i.e. High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
