Description of Work

Employees in this class manage a large-scale food operation which serves between 2000 and over 4000 meals per day. Employees direct the preparation and serving of food to inmates at the largest most complex correctional facilities. Work involves the supervision of staff and inmates and the performance of responsibilities in all phases of food management. The prison facilities where these employees work typically have: more than fifty inmate workers assigned to the kitchen restrictive housing medical acuity inmates large numbers of therapeutic and religious diets and produce and feed kosher meals. These facilities may have: a processing unit death row a school lunch program and off site feeding such as to a lower custody level jail or to other off site locations. This role is differentiated from other Correctional Food Service Managers due to the large variety of diets prepared and the number of meals served. Employees in this class are responsible for significant planning as related to food ordering menu planning service production schedules and making staffing assignments and schedules. Employees have oversight over food production work rules methods and procedures.

Knowledge Skills and Abilities/Management Preferences

This positions responsibilities include but are not limited to the following:

1. Providing supervision for Correctional Food Service Supervisors.
2. Providing oversight of offenders performing large-scale food activities.
3. Supervising the preparation and service of regular and therapeutic diets for the offender population.
4. Planning directing and supervising the daily preparation and serving of food to offenders.
5. Daily work includes food preparation serving storage menu planning menu substitutions and maintaining sanitation requirements.
6. Performing required recordkeeping.
7. Using computerized food and nutrition systems to prepare and serve daily meals.
8. Conducting employee work appraisals.

This is a full-time position (40 hours per week) withState Benefits.

The salary grade for this position isNC11 Salary Range: $ 43738 - $ 76542. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. If selected for this position a new salary will be recalculated taking into consideration the quantity of relevant education and experience funding availability and internal equity. Based upon these factors a pay increase MAY result.

About Granville Correctional Institution:

Granville Correctional Institution houses offenders in both single cells and dormitories. When the facility opened in 1997 its main mission was to process newly admitted youthful offenders between the ages of 19 and 21. The prison also houses offenders that participate in job assignments and other programs. It is a close-custody prison but it is also approved to house offenders assigned to maximum control intensive control disciplinary segregation and safekeeping status.


The prisons high-security maximum control unit (HCON) opened in October 1998. This high-security concept in correctional design is intended for the states most violent and assaultive offenders. The Supermax (HCON) unit in Butner was the first of its kind in North Carolina.


Due to the demand of prison space in 2003 the facilitys age criteria for offenders changed from 18-21 to 19-25. In October 2005 the facility changed its name from Polk Youth Institution to Polk Correctional Institution to reflect this older population including the HCON unit.


Polk Correctional Institution officially opened November 15 1997 when offenders were transferred to the new facility. The new prison in Butner replaced an old unit on Blue Ridge Road in Raleigh. The original Polk facility acquired its name in 1920 from Col. William Polk a decorated officer in the Revolutionary War. It was built on the grounds of Camp Polk a U.S. Army tank base during World War I. Initially inmates farmed the site. On Oct. 4 2021 the facilitys name was changed to Granville Correctional Institution.

Management Preferences:

Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge skills and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.

Management Preferences:

  • Documented experience in sanitation preparing menus managing inventory and/or other large-scale food service production activities.

  • Documented supervision of employees and/or offender workers.

Minimum Education and Experience

Some state job postings say you can qualify by an equivalent combination of education and experience. High school or General Educational Development (GED) diploma and six years of experience in institutional food preparation and food services in management of a commercial food service operations or three years as a Correctional Food Service Supervisor; or an equivalent combination of education and experience. Necessary Special Qualifications Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.
