Job Summary

Definition

Definition: Under the general supervision of the Salt River Pima-Maricopa Indian Community (SRPMIC) Information Technology (IT) Department Project Management Supervisor the IT Project Manager II is responsible for the successful completion of all IT projects. Works with the IT department staff and clients to complete assigned enterprise implementations of new IT systems and/or system upgrade projects. Guides IT resources towards ultimate client business solutions and assumes a leadership role in ensuring proper project planning resources scheduling project budget management project evaluation and client satisfaction. This job class is treated as FLSA Exempt.

Distinguishing Features: The IT Project Manager II is distinguished from the IT Senior Project Manager by developing project management leadership skills in preparation to become an IT Senior Project Manager. This job class is also distinguished from the IT Project Manager I position by having individual project responsibilities. Mentors the IT Project Manager I and customers with project management methodologies.

Examples of Tasks

Tasks:
1. Project Management: Determines documents and manages project scope schedule and budget.

  • Serves as Project Manager on multiple projects of various complexities at the same time.
  • Utilizes and strictly follows a phase project management methodology. Ensures methodology is followed by entire project team.
  • Communicates effectively to all levels of the organization.
  • Takes ownership of the project budget and schedule. Tracks project expenses and staff hours worked weekly.
  • Prepares monthly status reports and presents project status reports to customers sponsors management and administration. Commits to a quality project.
  • Works with IT Management to assemble a project team composed of IT staff and consultants. Then facilitates the advancement of major projects through various phases of project implementation.
  • Analyzes projects to ensure conformance with Community and IT strategic plans.
  • Seeks opportunities to improve original project intent.
  • Resolves difficult problems and conflicts.
  • Ensures that project progress assumptions scope changes issues and risks are appropriately documented and addressed.
  • Utilizes change management best practices including organizational readiness stakeholder analysis and change communications in order to improve project success and post-implementation customer adoption.
  • Works with PMO Management to develop and manage the project contracts.

2. Leadership: Develops leadership skills and promotes shared responsibility among the team.
  • Seeks to further group empowerment and conflict resolution.
  • Resolves problems reviews preliminary design reports and prepares project status reports for project sponsors management and Tribal Government Administration.
  • Listens and communicates effectively with a diverse group of people.
  • Evaluates overall and individual work performance to determine effectiveness in providing quality products within time and cost restraints.
  • Champions continuous improvement efforts within the PMO division Information Technology department and the Community.

3. Operational Effectiveness and Efficiency: Promotes project management excellence.
  • Ensures adherence to established project management standards and meeting established project performance metrics.
  • Thinks creatively and is driven by opportunities to continually improve.
  • Demonstrates continuous effort to improve operations decrease turnaround times and streamline work processes. Works cooperatively to provide quality seamless customer service.
  • Recognizes and champions potential areas where existing policies and procedures require change or wherever new ones need to be developed.

4. Mentorship & Training: Mentors Project Manager I to attain the technical and business skills necessary to perform independently and attain further career progression goals.
  • Mentors SRPMIC staff and vendors on established project management methodology.
  • Provides training on project management methodologies MS Project communication leadership and other needed training to all SRPMIC staff customers and vendors.

5. Miscellaneous: Performs other IT job related tasks as assigned by the IT Project Management Supervisor IT Project Management Manager or IT Director.

  • Ability to perform a range of supervisory responsibilities especially working with Project Manager I.
  • Ability to develop Requests for Proposal (RFP) establish evaluation criteria and select and work with IT Management and qualified vendors.
  • Ability to effectively use Microsoft Project 2010.
  • Ability to effectively use Microsoft Project Server 2010.
  • Ability to effectively use MS Office including Microsoft Word Excel and PowerPoint 2010.
  • Ability to effectively use Microsoft SharePoint 2007/2010.

Minimum Qualifications

Education & Experience: A Bachelors degree from an accredited college or university in Information Systems/Technology Management of Information Systems Computer Science Project Management or closely related discipline is required AND5 years experience in a computer related industry required including experience in the following areas:

  • 4 years working in an IT environment assessing end-user requirements for IT equipment and application systems is required.
  • 4 years Project Management experience is required.
  • Professional Project Management (PMP) Certification preferred.

Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19 Underfill.

Special Requirements

  • May be required to work beyond normal work hours at times including night weekends and holidays.
  • This position is required to be the ultimate team player.
  • Significant flexibility including the ability to embrace change is required.
