Job description

We are a British-owned company specializing in toy and garment manufacturing across Asia. We are seeking a highly experienced Country Manager based in Cambodia to oversee Jellycats operations in Cambodia managing supplier relationships ensuring product quality and optimizing production processes. This role plays a pivotal part in aligning Cambodia operations with global company strategies ensuring compliance with international standards and supporting future expansion of manufacturing sites in Cambodia.
  • Working Time: Monday to Saturday (aligned with vendor/factory hours)
  • Location: Phnom Penh with frequent travel to Kampong Speu and Kampot Province
  • Reports to: UK Head Quarter with full operational autonomy
Responsibilities
Functional Responsibilities / External Contacts
  • Manage relationships with external suppliers and manufacturers in Cambodia.
  • Ensure that all suppliers comply with Jellycats ethical sourcing and safety guidelines.
  • Liaise with the Head Quarter and Supplier Relationship Manager to align production goals with company standards and timelines.
  • Coordinate with local regulatory bodies to ensure compliance with all necessary manufacturing and export regulations.
  • Work closely with quality assurance teams to ensure product standards are maintained across the supply chain.
  • Provide regular updates to the global leadership team on supplier performance production timelines and any potential risks to delivery.
Quality Excellence
  • Ensure luxury product standards meeting premium brand positioning across all manufacturing partners
  • Implement and maintain rigorous QA/QC systems with focus on visual perfection safety compliance and tactile quality
  • Establish a zero-defect mindset across all suppliers operations with comprehensive quality gates and inspection protocols.
Compliance & Planning Leadership
  • Lead comprehensive compliance frameworks covering factory audits ethical sourcing safety standards (CE CPSIA EN71)
  • Develop and execute strategic production planning across multiple sites with capacity optimization and risk mitigation
  • Ensure full regulatory compliance for manufacturing licenses environmental permits export certifications and labor standards
  • Implement robust documentation systems for traceability quality records and regulatory reporting
Vendor & Site Development Management
  • Independently evaluate onboard and manage new and existing manufacturing partners without external support
  • Lead completely new site setup including facility design equipment procurement process development and operational launch
  • Navigate challenging vendor situations including quality failures capacity constraints ownership changes and cultural barriers
  • Establish vendor development programs for continuous improvement in quality efficiency and capability expansion.
CSR
  • Weekly audit to secure to ensure the safety and good conditions
  • Focus on housekeeping (link to quality team)
  • Ensure factory follows local labor law and social compliance
Independent Operations Leadership
  • Operate with full autonomy to make critical decisions on vendor selection quality standards production planning and site development
  • Build and lead local technical teams including QA/QC managers compliance specialists and production coordinators
  • Establish self-sufficient operations
  • Develop local expertise in luxury toy manufacturing complex garment construction and premium quality standards
Stakeholder Management
  • Partner with UK Head Quarter and Supplier Relationship Manager to align production goals with brand standards and delivery timelines
  • Provide detailed performance reporting on supplier metrics quality data production timelines and risk assessment
  • Lead crisis management for production disruptions quality issues or supplier failures


Requirements

Requirements

  • Bachelors degree (Masters degree preferred) in engineering Textile Technology Quality Management or related field
  • 15 years in senior manufacturing management with strong QA/QC expertise in luxury toys premium garments footwear or related industries.
  • Proven experience in supplier/factory management production planning and multi-site operations and set up
  • Strong knowledge of international safety quality and CSR standards including ethical sourcing and supply chain best practices.
  • Excellent leadership communication and negotiation skills in English and Khmer
  • Certifications in Quality Assurance CSR or ISO systems are advantageous.
  • Experienced in project management cross-functional team leadership and supporting business expansion.
  • Strong problem-solving and decision-making abilities with resilience to operate independently in complex factory environments.

Required Skills:
