JOB SUMMARY

Assists in administering the Property Tax Divisions responsibilities by preparing and mailing the notice of property valuation and tax change managing the application process for the Board of Equalization reconciling tax collections and conducting the annual tax sale of delinquent properties.

MINIMUM QUALIFICATIONS

Bachelors degree from an accredited college or university in Accounting Business Administration Economics Finance Law Public Administration or other closely related field plus three (3) years of related experience; OR an equivalent combination of related education and experience.

Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Administers one or more division program(s); fulfills program goals and objectives and/or participates in relevant committees.
  • Analyzes summarizes and interprets data prepares results and/or makes recommendations.
  • Maintains technical data generates reports and findings and defends analytical work during hearings or litigation.
  • Reviews documents and reconciles discrepancies; makes needed adjustments.
  • Reviews and/or evaluates reports documents laws rules and regulations; edits prepares or approves summaries of findings.
  • Ensures compliance with applicable State and County laws regulations statutes and/or agency rules standards and guidelines.
  • Conducts research in assigned areas including property records abstracts public directories or from among other available sources to assure legal compliance with statutory duties.
  • Develops and maintains audit procedures to evaluate workflow fairness and accuracy for exemptions and/or appeals.
  • Anticipates the impact that new or modified software will have on existing standards and systems.
  • Recommends user-level computer system enhancements to better meet customer needs.
  • Assists in the collection of delinquent taxes not collectable through an established process; prepares legal warrants as directed.
  • Mentors subordinate seasonal personnel including: determining workload delegating assignments training monitoring and evaluating performance and initiating corrective action.
  • Prepares public documents as required by statute for distribution to property owners appropriate taxing entities and/or the public.
  • Provides administrative support and expertise for public meetings as deemed necessary.
  • Interprets clarifies explains and applies agency policy and procedures business practices Federal State and County laws and regulations.
  • Receives researches and responds to incoming questions or complaints; provides information explains policy and procedure and/or facilitates a resolution.
  • Acts as a resource for management and staff; provides technical support within area of responsibility.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work duties are typically performed in a general office setting. May be required to work overtime to meet statutory deadlines or as needed.
