Duties and Responsibilities:

(NOTE:** denotes Essential Functions)

  1. **Develops and supervises staff to develop and implement strategic initiatives that foster effective and forward-thinking continuing education programs. **
  2. **Develops and manages specialized training programs and certification opportunities to meet workforce and community needs.
  3. Contributes leadership and program development skills to advance the overall success of continuing education programs for a multicultural and diverse population of adult learners.
  4. **Plans coordinates and supervises program design and development initiatives including course catalogs registration systems and student services.
  5. **Plans coordinates and supervises the development and integration of program materials and content across various delivery formats.
  6. Creates comprehensive plans for continuing education program direction and initiatives integrating input from diverse stakeholders and community partners.
  7. **Develops the catalog of courses and programs. Keeps abreast of current trends in workforce development and adult education and conceptualizes emerging needs structuring them into actionable implementation plans.
  8. **Monitors the demand trends and utilization of continuing education offerings across all program areas.
  9. **Expands training opportunities through various delivery methods including online hybrid and mobile offerings to serve business workforce development and professional development needs in remote locations statewide.
  10. Cultivates successful partnerships with grant funding institutions workforce development agencies and community organizations to leverage best practices and funding opportunities.
  11. Collaborates with the University of Hawaii Community College continuing education offices and various State Workforce Development organizations to provide continuing education opportunities for a multicultural and diverse population.
  12. **Delivers program information including statistical and financial reports regarding enrollment registrations and cash flow as requested.
  13. **Provides leadership for innovative program delivery methods and emerging trends in adult education and workforce training.
  14. **Cultivates successful partnerships with employers industry partners and grant funding institutions to identify training needs and secure resources.
  15. **Serves as the Program Coordinator and Manager for non-credit continuing education courses and workshops across multiple disciplines.
  16. **Coordinates cutting-edge Continuing Education Programs to enhance the professional and personal development of Maui County residents and increase workforce effectiveness in a dynamic global marketplace.
  17. Other duties as assigned

Minimum Qualifications:

Education and Professional Work Experience:
  • Possession of a baccalaureate degree in Education Business Administration Public Administration Adult Education or Program Management or related field and three (3) years of progressively responsible professional experience with responsibilities for Continuing Education Workforce Development Program Coordination or Adult Education; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Knowledge Skills and Abilities:
  • Considerable working knowledge of principles practices and techniques in Continuing Education or Adult Learning as demonstrated by broad knowledge of Program Development Curriculum Design or Adult Education methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws rules and regulations related to Continuing Education Workforce Development or Adult Education Programs.
  • Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of problems and develop effective innovative solutions promptly.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and through preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations community partners employers educational institutions and diverse stakeholder groups.
  • Demonstrated ability to use technology and software applications to support program administration student services and reporting functions.
  • Demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

Supplemental Minimum Qualifications:

  1. Marketing and promoting Continuing Education Programs across multiple disciplines and sectors.
  2. Experience developing and implementing continuing education programs and initiatives from concept through full implementation.
  3. Ability to supervise all phases of program development from planning to delivery with flexibility to adapt to changing needs and priorities.
  4. Effective manager with strong leadership organizational and communication skills.
  5. Experience working with diverse stakeholders including employers community organizations educational partners and adult learners.

Desirable Qualifications:

  1. Ability to manage multiple projects simultaneously completing them on time and within budget while maintaining high-quality standards.
  2. Demonstrated experience developing and delivering programs that serve diverse populations with varying educational backgrounds and learning needs.
  3. Self-motivated professional with the ability to work independently and collaboratively adapting to changing priorities and organizational needs.
  4. Demonstrated experience and abilities to provide technical assistance to a group who are mostly non-technical.
  5. Demonstrated knowledge of the Native Hawaiian language history politics culture practices and contemporary issues.
