Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870 when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property with a scheduled completion date of 2027.

CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the persons individual needs recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication evidence-based group and individual therapy peer support psychosocial rehabilitation vocational training preparation for court and treatment for substance use.

Central State Hospital is recruiting for a Budget Analyst to play a key role in keeping our financial operations running smoothly and accurately for both Central State Hospital and Hiram Davis Medical Center. This position supports the efficiency and integrity of campus financial systems (Oracle/FMS CARDINAL ACTS) by performing monthly reconciliations for Commonwealth and Local Fund accounts preparing budget and general ledger journal entries and ensuring compliance with GAAP. The Budget Analyst runs and distributes monthly budget reports to department managers researches and resolves expenditure irregularities responds to budget inquiries and prepares budget analysis for Central Office. Responsibilities also include monitoring appropriations allotments cash levels and suspense accounts; completing technical adjustments and audit plans of correction; reconciling revenue fixed assets and system balances; assisting with year-end reporting; and correcting A/P A/R and payroll errors. This role requires strong attention to detail effective communication with department leadership and Central Office and a commitment to maintaining accurate timely and compliant financial records.

Knowledge Skills and Abilities Required to Successfully Perform the Job:

- Knowledge of generally accepted accounting principles
- Knowledge of budget formulation and analysis
- Considerable knowledge of account reconciliation and analysis
- Data analytic skills
- Knowledge of advanced excel functions
- General knowledge of state policies and procedures
- Ability to communicate professionally and effectively with others both orally and in writing
- Ability to perform and complete competing tasks within established deadlines

Minimum Qualifications

- Experience with financial management systems including the reconciliation of multiple accounting systems.
- Extensive knowledge of strong systems of internal controls to assure compliance with ARMICS.
- Extensive computer skills; Microsoft Office emphasis on advanced Excel skills and Power Point.

Additional Considerations

- Certification in Excel preferred.
