Job Duties

The Virginia Department of Conservation and Recreation Office of Human Resources is currently hiring for a Sr. HR Generalist.

The Virginia Department of Conservation and Recreation (DCR) is the states leading conservation agency and it takes a diverse agency to conserve resources for a diverse commonwealth.

The Sr. HR Generalist position will proactively promote positive and supportive business partnerships delivering a high level of quality customer service; providing consultation advice guidance policy and procedure interpretation to internal customers on employment classification compensation and all other HR programs and deliverables.

The Sr. HR Generalist will be responsible for:

  • Promoting and providing consultative services and HR partnership to managers supervisors and employees of assigned divisions on the full range of HR and HR-related programs processes initiatives and other deliverables by developing and sustaining effective working relationships with customers at all levels through interactions and training. Consistently provide professional courteous helpful and tactful service to all customers and partners.
  • Partnering with hiring managers and HR team members throughout the recruitment selection and employment process fully implementing and adhering to required action items identified as core responsibilities and other applicable policies operating procedures and guidelines. Ensure applicable laws policies procedures and guidelines are accurately interpreted and applied to all recommendations and/or solutions.
  • Performing job evaluation analysis as requested or necessary to ensure positions are appropriately classified. Consulting with management involving HR team members as necessary to present alternatives resolve issues and incorporate equity and fairness. Conducting research analyze relevant materials determine FLSA status. Producing analytical briefs as necessary to support role and compensation recommendations. Consulting with management on compensation and reward strategies inclusive of labor market statistics salary benchmarks total rewards data; to drive fair equitable compensation decisions and actions.
  • Consulting with managers employees and partner with other staff as necessary to recommend solutions to performance and/or relationship difficulties. Guide supervisors/managers and recommend solutions that address substandard performance or issues of inappropriate conduct (Standards of Conduct Performance Improvement Plans counseling sessions etc.).
  • Maintaining and continuously improving proficiency in managing and reporting accurate data to customers and HR team members ensuring quality control of all data transactions across systems such as PageUp Cardinal and HR electronic records (e.g. recruitment and classification trackers).

Minimum Qualifications

  • Considerable experience and knowledge of human resource management principles and best practices including classification compensation employment federal and state laws and policies; project management techniques; FLSA and related regulations; job analysis techniques data gathering and management techniques and organization structure.
  • Considerable experience providing effective consultation and guidance to supervisors/managers on employee relations performance management conflict resolution etc.
  • Proficient in conducting and evaluating investigations resolving complex cases and delivering clear detailed reports for leadership review.
  • Demonstrated experience with full-cycle recruitment to include recruitment and selection techniques and strategies and classification and compensation.
  • Experience developing and delivering presentations and training.
  • Knowledge of benefits administration (health care disability and service retirement leave flexible reimbursement life insurance short and long-term disability and any other agency or state benefit program.)
  • Demonstrated ability to analyze organizational needs and make recommendations for improvement.
  • Demonstrated ability to analyze data and reach logical legally sound conclusions.
  • Ability to communicate effectively both orally and in writing across all levels of the agency.
  • Ability to work independently and as a team member.
  • Technical proficiency with HRIS systems and Microsoft Office applications.

Additional Considerations

  • Knowledge of state government HR systems (Cardinal/PeopleSoft/PageUp).
  • Recognized industry certification or other credential (SHRM-CP SHRM-SCP PHR and/or SPHR).
