The North Carolina Department of Health and Human Services (DHHS) is one of the largest most complex agencies in the state and has approximately 17000 employees. It is responsible for ensuring the health safety and well-being of all North Carolinians providing human service needs for special populations including individuals who are deaf blind developmentally disabled and mentally ill and helping poor North Carolinians achieve economic independence.
Description of Work
This position is responsible for the direct supervision of four contract staff. The Contracts Manager serves as the contract subject matter expert for over 300 contracts MOA/MOUs RFA/RFP/RFQ/RFIs etc. that are initiated within the Division. This manager will ensure they meet all Federal State DHHS and DSS legal and procedural requirements. This position will work closely with the DSS Budget Officer and Fiscal Director to ensure best practices in within DSS Business Operations. The contract managers role requires close collaboration with various divisions departments and state staff. This position will manage the development and preparations of specifications prepare MOA/MOU/RFA/RFP/RFQ/RFIs draft and manage contracts and conduct negotiations as required for a range of solicitations and agreements which may include professional highly technical services and/or materials and equipment. This position is required to be knowledgeable in State Purchase and Contract procurement procedures and policies and DHHS performance-based contracting as well as time management to ensure contracts are executed addition this position must be able to function in a fast paced dynamic environment and work strategically to perform work accurately and timely while maintaining excellent customer service to internal and external customers. The position must be proactive perform work independently and perform other duties as assigned.Knowledge Skills and Abilities/Management Preferences

Minimum Education and Experience

Bachelors degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience.
