Main Purpose of Job

This position will serve as anadvanced clinical specialist in applying expert clinical and therapeutic knowledgetowards thereview of completed petitions of individuals with severe and complex behavioral healthdiagnoses for the Assisted Outpatient Treatment (AOT) program a civil commitment programfor individuals with serious and persistent mental illness. This position will further berequired to support AOT programs in providing advanced-level consultative expertise towardsaddressing high-risk cases in the AOT program including identifying crisis situations anddetermining appropriate clinical intervention policies; and identifying complex cases anddetermining appropriate clinical intervention policies. This position will utilize expert clinical and therapeutic knowledge to support AOT Care Coordination Teams in thedevelopment of individualized treatment plans for individuals with severe behavioral healthconditions for the AOT program.

This position is an advanced clinical leadership position responsible for providingexpert support and oversight to multiple AOT programs across a designated region. This position will work in close cooperation with public and private organizationsincluding state agencies local AOT teams healthcare providers and the judicial system toenhance program efficiency and ensure individuals enrolled in AOT receive appropriatetreatment to achieve optimum social and health outcomes. Additionally this position plays a key role in applying expert clinical knowledge towards standardizing bestclinical practices across jurisdictions troubleshooting barriers to care and driving system-wideimprovements in service delivery.

This position incorporates responsibilities including expert individual case consultation andreview interagency coordination and crisis intervention. This position will be responsible forensuring that treatment plans align with evidence-based models and adhere to national bestpractices. This role also involves active participation in policy development resource allocationand continuous program evaluation to support ongoing improvements in Marylands AOTinitiatives. This position requires strong leadership advanced clinical expertise and the ability tomanage complex cases and systemic challenges while maintaining a focus on public safety andindividual recovery.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience: Four years of experience rendering clinical social work services in a health care or treatment setting subsequent to the receipt of an approved Masters degree in Social Work including two years experience in an area of clinical specialty.

Notes:

1. Candidates may substitute one complete year of graduate social work education beyond the Masters degree at an accredited college or universityfor one year of experience in an area of clinical specialty. Applicants must submit a statement from the college or university that the advanced work constitutes one full year toward the completion of work required for a Doctorate degree.

2. Candidates may substitute a Doctorate degree in social work from an accredited college or universityfor two years of experience in an area of clinical specialty.

may substitute U.S. Armed Forces military serviceexperience at a rank of Corporal/Petty Officer or higher as acommissioned officer in Social Work classifications or SocialWork specialty codes in the Social Science Psychology and Welfare field of work on a year-for-year basis for the requiredexperience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should possess:
  • Experience in mental health case management behavioral health services or a related field.
  • Experience/Knowledge of Marylands AOT laws policies and court procedures.
  • Experience with coordinating multi-agency collaborations and facilitate system-level improvements.
  • Experience in crisis management training facilitation and data-driven program evaluation.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Candidates must be licensed as a Certified Social Worker-Clinical by the Maryland State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have the license may also apply pending receipt of the required license. When the license is obtained submit a copy to the Maryland Department of HealthTesting Unit.

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess an appropriate operators license valid in the State of Maryland.
