Job Summary

At Starr & Associates (S&A) Senior Project Managers provide program level delivery leadership for large complex multi-year initiatives operating in regulated and compliance driven environments. This role oversees emissions and environmental programs spanning data technology operations and compliance ensuring alignment with regulatory timelines audit expectations and enterprise performance objectives.

This role operates within a consulting environment requiring the ability to serve as a trusted client advisor manage ambiguity and translate evolving requirements into structured delivery plans while maintaining accountability for outcomes.

This role partners closely with executive sponsors business leaders and technology stakeholders to align strategic intent with execution proactively manage risk and ensure delivery outcomes are defensible auditable and sustainable over time.

Strategic Alignment: Ensure program delivery remains aligned to enterprise strategy regulatory intent and evolving business priorities.

Senior Project Managers are expected to bring a consultative hypothesis-driven approach to delivery leveraging structured problem solving executive communication and disciplined governance to help clients navigate complexity and make informed decisions.

Duties & Responsibilities

Client Advisory: Serve as a trusted advisor to client stakeholders providing guidance on delivery strategy sequencing and risk tradeoffs.
Delivery Leadership: Lead enterprise scale multi year emissions and environmental programs aligned to regulatory objectives.
Governance & Controls: Establish and maintain delivery governance standards and escalation frameworks.
Workstream Oversight: Oversee multiple project managers and workstream leads across parallel initiatives.
Integrated Planning: Develop and maintain integrated delivery plans covering scope schedule resources and dependencies.
Risk Management: Identify assess and mitigate delivery level risks before they impact outcomes or compliance.
Executive Reporting: Provide executive level visibility into delivery health risks progress and readiness.
Firm Representation: Represent Starr & Associates with professionalism and credibility in all client interactions.

Education

Bachelors Degree required
Preferred fields include Business Engineering Information Systems Environmental Studies or related disciplines

Required Skills

10 plus years of project or program management experience
Experience leading large multi year initiatives in regulated or compliance driven environments
Proven ability to manage multiple project managers and delivery teams
Strong experience in delivery governance planning and execution oversight
Experience managing initiatives involving data platforms system integrations and analytics
Strong client facing communication skills in consulting environments

Nice-to-Have Skills (Preferred Not Required)

Prior experience in management consulting or advisory roles supporting complex client engagements (requirements ambiguity stakeholder alignment and delivery governance).
Experience using industry standard project management and portfolio tools such as Microsoft Project Smartsheet Jira Azure DevOps Clarity or Planview.

Compensation: $80.00 - $110.00 per hour
