Food fortification particularly rice fortification is recognized as a cost-effective intervention to address micronutrient deficiencies in Indonesia. Given that rice contributes over 50% of daily energy intake the potential impact of this strategy is significant. WFP Indonesia is supporting the Government of Indonesia to scale up rice fortification through policy support program design technical capacity strengthening and integration with national school meals and social protection programmes.

However technical capacity constraints within the Country Office pose challenges in meeting growing government demands for advisory support technical documentation and rapid policy-related responses. To bridge this gap WFP seeks to hire a consultant to serve as a strategic and technical coordinator providing in-country leadership technical guidance and operational support to the WFP team. This role will be critical to strengthening WFP Indonesias ability to respond to technical queries confidently design evidence-based solutions and effectively engage with national stakeholders.

The key roles and responsibilities of the consultant would include: This role offers a unique opportunity to lead the fortification efforts in a country where rice is a staple food thereby directly impacting the health of millions of people.

  • Serve as the focal point for technical expertise on rice fortification within WFP Indonesia offering hands-on support to respond to technical queries from the government and partners in a timely and evidence-based manner.
  • Provide technical guidance and quality assurance for all fortification-related communications presentations policy briefs and technical notes prepared by the Country Office.
  • Act as a link between global/regional technical resources (including APARO HQ and technical partners) and the Indonesia Country Office translating global knowledge into actionable national-level responses.
  • Facilitate communication between WFP Indonesia and other country offices engaged in LSFF work.
  • Review and revise the existing rice fortification strategy with a focus on ensuring technical robustness alignment with national priorities and feasibility.
  • Support the implementation of LSFF activities under the DSM-F and IRD projects.
  • Work closely with programme and policy staff to build internal capacity on technical content including fortification standards blending protocols quality assurance and monitoring frameworks.
  • Conduct a stakeholder and partnership mapping exercise identifying key actors in government private sector civil society and academia.
  • Facilitate technical consultations and provide direct support to the Country Office in high-level meetings with government regulators and technical working groups.
  • Provide technical review of documentation such as monitoring plans evaluation frameworks pilot designs and training materials ensuring scientific accuracy and alignment with global standards.
  • Support coordination and knowledge exchange across other country offices in the region contributing to a stronger technical community of practice on large-scale food fortification.
  • Lead or support the development of advocacy and policy briefs using national and international data to position rice fortification within broader nutrition strategies.
  • Lead a comprehensive review of ongoing activities and plans identifying alignment gaps implementation challenges and course corrections.
  • Develop a costed time-bound action plan for defining roles across WFP Indonesia APARO and HQ.
  • Identify and address operational bottlenecks across the implementation chain (procurement blending distribution training QA/QC).
  • Provide oversight of LSFF project progress ensuring timely execution and recommending course corrections where needed.
  • Collaborate with communications and SBC teams to integrate fortification messaging into national campaigns.
  • Support HQ-led analyses (e.g. MIMI) and apply findings to optimize nutrition impact and advocate for fortified commodities in the country.
  • Contribute to proposal writing donor engagement and reporting to secure sustained funding for rice fortification activities.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

A masters degree in public health food technology nutrition statistics social sciences international development or a related field.

Experience:

At least eight years of progressively responsible international experience in project management/coordination monitoring and evaluation data analytics advocacy research or analysis roles.

Knowledge & Skills

1) Experience in project management and coordination research evidence generation and M and E within a global organization is highly desirable.

3) Experience working in the South and Southeast Asia region will be an asset

4) Ability to design and implement monitoring and evaluation tools.

5) Ability to synthesize complex information and communicate it effectively to non-specialist audiences.

6) Proficiency in data analysis software such as SPSS and Stata

6) Strong project coordination and project management skills.

7) Ability to interact with leaders and external audiences with maturity and tact.

8) Collaborative spirit able to liaise with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy

9) Strong time management skills with an ability to plan and anticipate requirements problems and obstacles and an ability to juggle competing priorities successfully and work to tight deadlines.

10) Self-motivated and able to work with a high degree of autonomy.

11) Fully committed and motivated to achieve the aims of the UN World Food Programme.

12) Willing to work in and travel to different field locations and challenging operating environments.

Proven analytical writing and communication skills including for external products; expert proficiency in MS Office. Proficiency in design and publication tools (e.g. Adobe InDesign Adobe Photoshop and Publisher) document management and SharePoint would be an asset.

Languages:

Fluency in written and spoken English (Level C) is required.
