Job Summary

PURPOSE

Primary Purpose.

CMR Training SO1 directs leads and manages the governance development safe delivery and policy compliance of all individual training across CMR Command on behalf of the Maritime Reserves Training Delivery Authority (MR-TDA) in order to meet the Maritime Reserve SOTT and is the Maritime Reserves Pillar Lead within the RN Training Management Group (TMG) for all CMR training learning and development matters.

Secondary Purposes:

  • Lead Training Policy Desk Officer and principal advisor to CMR HQ for training matters.
  • CMRs Training SO1 Head of Department (HoD) and Subject Matter Expert (SME).
  • DACOS Trg (Res) day to day CMR HQ representative as required.
  • Lead Implementation Officer for the Reserve Training Management Organisation (RTMO) to Full Operating Capability (FOC).
  • Primary CMR HQ point of contact and liaison for external (3rd Party) Inspection agencies including OFSTED.
  • Lead for CMR training Continuous Improvement and Organisational Learning.

ACCOUNTABILITY

CMR Training SO1 is accountable to Deputy Commander Maritime Reserves (DCMR) and functionally accountable to DACOS Trg (Res) and Comdt TMG (for MR training matters).

DCMR is 1RO CMR is 2RO.

AUTHORITY

CMR SO1 Training is authorised to:

Sign routine correspondence attend meetings and liaise with relevant authorities in the conduct of assigned duties including:

  1. MoD (TSLD).
  2. UK StratCom Training Establishments.
  3. TMG (Authority Staff and FISHER Training).
  4. NCHQ/P&T & CMR HQ Staff.
  5. RNR/RMR Units.

  • Army & RAF (Res) Trg HQ desks.
  • Act on behalf of the Maritime Reserves (MR) Training Delivery Authority (TDA) by recommending to CMR without delay and in close liaison with DCMR (and SO1 RNR or SO1 RMR accordingly) P&T DESO TMG and RN Safety Centre:
  • The immediate cancellation / cessation of any planned or ongoing training activity under CMR Command & Control on safety related grounds where commencement or continuance of the activity is assessed by SO1 Trg or other competent staff to result in uncontrolled and unacceptable Risk(s) to Life (RtL) or Injury to any personnel.
  • In all cases SO1 Trg is to coordinate with and update the MR-TDA at the next available opportunity for MR-TDA direction and guidance.
  • To liaise directly and correspond directly with MoD authorities Capability Managers Functional Employers of RNR personnel NCHQ Staff RN and other Establishments providing training for the RNR CMR HQ Staff and Royal Naval Reserve Units.

ORGANISATION

As per HQ CMR Structure.

CMR SO1 Training is the line manager for CMR SO2 Training and 2RO for CMR WO Training.

PRINCIPAL TASKS

  • Direct subordinate CMR HQ Training Team staff in the execution of their duties; balancing the relative priorities between training plans / ops in the RTMO and RN TMG and transformation.
  • Lead the CMR HQ training authorisation process for all CMR controlled training on behalf of the MR-TDA.
  • Supervise the accurate capture recording and management of CMR Training related Risks.
  • Lead the development and maintenance of CMR HQ and Unit Training Orders Directives and CMR Training Policy (icw CMR N9).

    Oversee the CMR Training Plans Team (N5/7) management of MR SOTR SOTT Training Programme and integration into the MyNavyRes platform.
  • Provide specialist training advice to for MR Branch Transformation and Multi-Disciplinary Teams (MDT).
  • Provide day to day advice and guidance to CMR CMR HQ staff officers MR Branches and RNR Units for all training related matters.
  • Undertake training transformation assurance visits for each RNR Unit at not more than 12 months periodicity.
  • Act as principal advisor for all MR training matters to Deputy Director Personnel (Training) (DDPT) the SO1 TMG Pillar Leads and to Fisher Training.
  • Champion the development & optimisation of PTVR training solutions to deliver Reservists to the Front Line efficiently effectively and generate positive lived experiences.
  • Develop and maintain CMR stakeholder engagement in all areas of RN and Defence Individual training management systems including industry partners.
  • Act as President of the CMR Training Waivers Board.
  • Act as Chair for the MR Pre-CEBs.
  • The post holder must be prepared to travel extensively within the UK to undertake their primary tasks.

  • CMR Training Waiver Board.
  • CMR Training Bounty and Certificate of Efficiency (CofE) Board (annual).
