About NCEM:
The mission of North Carolina Emergency Management (NCEM) is to enhance North Carolinas resiliency through active collaboration communication and coordination of efficient and effective preparedness response recovery and mitigation of all natural and man-made hazards and threats. It is part of the NC Department of Public Safety (NC DPS).

About the Hazard Mitigation Section:
The primary mission of the Hazard Mitigation Section (HM) is to deliver and support mitigation activities across the State of North Carolina as guided and authorized under NC General Statute 166A the Robert T. Stafford Disaster Relief and Emergency Assistance Act and other guiding pieces of legislation. The section completes its mission by developing mitigation plans at the state and local level managing and implementing grants provided by FEMA for protection of NC residents and their property; acquiring managing and disseminating geospatial data and flood water information; and managing the National Flood insurance program (NFIP) for the State.


About the Position:
The County Boundary Surveyor Assistant will perform at a professional level supporting higher level professionals for geomatics projects by serving as a member of a geodetic survey team. The candidate selected will be performing the following tasks: All aspects of geodetic surveying water boundary surveys public trust lands research county and state boundary surveys research evaluation and analyzing/processing survey data floodplain mapping vertical and horizontal control surveys (high water marks gauge surveys elevation certificates).The candidate will be required to utilize conventional survey methods and Global Navigation Satellite System (GNSS) receivers recording signals from navigational satellites.

This position will perform a wide variety of complex assignments in analyzing computing editing processing of county/state boundary and geodetic survey field data. If selected the candidate will be reviewing completed field data performed by other members of the survey team to insure completeness and accuracy. For the position the candidate will be involved in a wide range of independent decision making and use of judgment in the field and geodetic survey activities. The selected candidate will also receive project assignments from higher level professionals.

The selected candidate will be responsible for performing field operations in a safe manner and utilize traffic control when working on or near a roadway keeping up to date on current equipment standards specifications and safety. If selected the candidate will be expected to use knowledge of specific laws (89C 47-30 153A-18) rules and regulations and National Geodetic Survey processes and procedures within the field. The position will also require the use of software packages needed to complete and submit projects to the National Geodetic Survey and preparation of plats (NC General Statute 47-30) for recordation in a Register of Deeds office.

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences including Knowledge Skills and Abilities (KSAs) are not required but may be used to determine the pool of most qualified applicants. Management Preferences:

  • Basic knowledge and understanding of concepts practices and theories used in the geomatics specialty area and the ability to use it in practice.
  • Ability to understand and apply the geomatic concepts practices and theories involved in the completion of different types of surveys and geomatic projects.
  • Ability to prepare/review small or less complex geomatic maps/plats and/or data for completeness compatibility compliance with geomatic principles standards laws and project needs; ability to make recommendations to higher level surveyors or managers on project concerns/issues.
  • Ability to ensure sufficient coverage/resources for proposed program/project under the guidance of a higher-level surveyor or manager.
  • Ability to write clear concise and organized documents and reports addressing basic geomatic concepts and facts
  • Certified Floodplain Manager (CFM) certification.
