Job Summary


The Cyber and Digital Transformation Division (CDTD) provides a coordinated approach for NATO to the security and defence challenges of the 21st century. It serves as the NATO Headquarters focal point for cyber defence strategy cyber security digital transformation and hybrid policy.

The Strategy and Policy Directorate acts as the Divisions strategic centre of gravity. It is responsible for shaping NATOs strategic direction in digital cyber and counter hybrid matters and for developing and implementing related NATO policies.

The Hybrid Strategy and Policy Section deals with a wide range of issues related to NATOs role in countering hybrid actions. The Section serves as a hub for policy development coordination and implementation of NATOs hybrid strategy working closely with stakeholders across NATO on policy military and technical aspects. It also monitors developments in the hybrid threat landscape as well as national and international counter hybrid policy evolutions. Finally the Section also liaises with national stakeholders in Allied countries and engages with NATOs partners other international organisations industry and academia.

Under the direction of the Section Head the Officer will be responsible primarily for:

Contributing to policy development including by drafting documents for Allies consideration in Operations Policy Committee (Hybrid);
Contributing to scenario development and the execution of hybrid exercises;
in the OPC (Hybrid) to test timely and effective decision-making processes;
Supporting the engagement with partners including with the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE);
Organising workshops and conferences to support the implementation of policy recommendations;
Supporting the work of relevant committees in particular OPC in hybrid format and provide secretariat support to advance Alliance initiatives and objectives as required.


2. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL
The incumbent must:
possess a university degree preferably in the field of political science international security or related studies from an institute of recognized standing;
have at least 3 years experience relevant for this position preferably in a large international organisation supporting political consultations and policy development;
possess previous experience working with multiple and diverse stakeholders;
be familiar with strategic issues and challenges facing the Alliance and NATOs geopolitical environment;
have excellent drafting and communication skills including experience in preparing background and speaking notes for senior management;
demonstrate strong drive for teamwork and the capacity to work under time pressure with shifting priorities;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; I (Beginner) in the other.

DESIRABLE
The following would be considered an advantage:
experience in a similar position within a national administration international organisation academia think-tank or non-governmental organisation;
further educational degree in security/defence policy and international cooperation;
knowledge of NATO institutional frameworks particularly regarding the functioning of NATO HQ and the NATO committee structure and working methods or of another large international organisation.


3. MAIN ACCOUNTABILITIES
Policy Development
Support the development review and update of NATOs hybrid policy concepts and action plans for the approval of appropriate NATO committees. Support the development and implementation of committee and Council work on hybrid including support to NATO Ministerial meetings and Summits. Draft policy inputs briefing materials speeches and other products for a diverse range of stakeholders. Contribute with specific hybrid knowledge to relevant NATO exercises such as the Crisis Management Exercise (CMX).

Knowledge Management
Track and share knowledge on hybrid actions and related issues in collaboration with other stakeholders. Ensure cross-sectional and divisional collaboration.

Stakeholder Management
Collaborate and liaise closely with appropriate stakeholders within the NATO Enterprise. Maintain close working relations with national Delegations to NATO including Partner missions as well as with national officials in capitals who are responsible for hybrid policy. Support engagement with International Organisations as well as partners in industry and academia in support of NATO policy and objectives including the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE).

Project Management
Assist in development of Hybrid related exercises for OPC Hybrid. Assist in the development of workshops and symposium related to Hybrid policy as requested. Assist in the development of committee work plan of the OPC Hybrid and other committees as requested.

Expertise Development
Develop and maintain expertise in all matters related to hybrid. Keep up to date on relevant national and international developments and emerging trends related to hybrid policy. Keep abreast of on-going issues in relevant areas that affect the work of the Section and maintain broad general knowledge of the Organization and its structure.

Perform any other related duty as assigned.



The incumbent reports to the Head Hybrid Strategy and Policy Section and works in close coordination with other sections within the division as well as with other divisions in the International Staff with the NATO Military Authorities with national delegations as well as Alliance capitals and other NATO Agencies. The incumbent also maintains good working relations in her/his field of competence with partner countries other International Organisations as well as industry and academia on hybrid policy related matters.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisations need to carry out its tasks as mandated by the Nations in a changing environment for example by maintaining the flexibility necessary to shape the Organisations skills profile and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract which may be renewed for a further period of up to 3 years. However according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3-year definite duration contract will be offered which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE:Irrespective of previous qualifications and experience candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic and will not normally take place during the first three years of service in the post.
Under specific circumstances serving staff members may be appointed directly to the higher grade and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
