Job Summary


The Defence Policy and Planning (DPP) Division has the lead role on the defence-related aspects of NATOs fundamental security tasks at the political-military level.
Within DPP the Defence Planning Directorate (DPD) has the lead in the International Staff (IS) for the coordinated execution of the NATO Defence Planning Process (NDPP) and in assisting the defence reform efforts of nations.
The Data Analysis Section provides support to DPD wider Division and HQ in particular the Office of the Secretary General (OSG) in the provision of routine reports on Allies defence spending. The Section works in close cooperation with national Delegations and staff in national capitals on all business related to the financial and data analysis aspects of defence planning including the analysis of national defence financial programmes.
The Officer Data Analysis and Policy is responsible to the Head Data Analysis Section for the analysis report generation as well as quality assurance of defence-related data as well as for the drafting of policy-relevant documents. The incumbent ensures the compilation and processing of data with particular responsibility in assuring the quality of the data stored. The incumbent assists with the conduct of periodical statistical surveys analysis of data supplied and the management of the defence force financial economic and demographic data furnished by Allies together with data from relevant International Organisations like the OECD or the IMF as well as with the development of automated data processing pipelines.

2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:

hold a university degree (e.g. Bachelor degree) in economics statistics finance or data science from an institute of recognised standing;
have at least 3 years of relevant professional experience in the analysis of economic and financial data. Doctoral studies may be credited towards years of relevant experience if relevance can be demonstrated;
have sound experience in using industry best-practice statistical software such as Python (with relevant packages such as pandas numpy matplotlib) or R (with relevant packages such as dplyr tidyr readr ggplot2);
have practical experience in the development of automated programmes/scripts/pipelines for data analysis data visualisation and reporting;
have sound experience in the development management and maintenance of data repositories and databases including data change management and data quality control;
have experience using source code version control systems such as Git;
have a good understanding of key macroeconomic concepts and experience working with survey data and data from statistical databases such as OECD IMF ECB etc.;
be able to produce analyses and reports against tight deadlines;
have the ability to present complex information and analyses to key internal and external stakeholders in oral and written form;
have strong drafting skills;
be proficient in the use of Microsoft Office in particular Excel Word and Power Point;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; I (Beginner) in the other;
be willing to work outside normal office hours and travel as required.

DESIRABLE
The following would be considered an advantage:

experience using and maintaining relational databases e.g. MS SQL databases;
advanced knowledge and experience in dashboarding solutions such as PowerBI;
experience in the development of web applications using industry best-practice frameworks (e.g. .NET or Python web frameworks);
familiarity with agile software development practices;
ability to provide expert advice on defence-related statistics;
knowledge of NATO or national defence planning processes and NATO or national defence expenditure reporting.

3. MAIN ACCOUNTABILITIES

People Management
Deputise for the Head Data Analysis Section when and as required.

Expertise Development
Assist the Head Data Analysis Section in providing analytical advice in the context of defence planning. Present aggregated information in a user friendly form including tables and graphs. Identify quantitative information requirements of the DPD service analysts. As directed help maintain the NATO and partner defence force financial and economic databases. Assist in the drafting of policy-relevant documents. Assist with monitoring and analysing the DA Sections products to ensure they meet customer expectations.


Information Management
Assist the Head Data Analysis Section in the coordination with DPD Rapporteurs and service analysts to anticipate new data analysis requirements. Provide DPD Rapporteurs and analysts with statistical economic financial and force information as and when required. Ensure accuracy and data integrity. Keep abreast of information and developments in other International Organisations (such as OECD IMF Directorate General for Economic and Financial Affairs (DG-ECFIN)).

Knowledge Management
As directed assist with maintaining the Defence Planning Capability Survey and help to organise the collecting of defence force financial and economic data for NATO defence reviews. Validate the replies to specific questionnaires provided by NATO countries. Follow up with detailed quality assurance questions to country delegations and experts.

Project Management
As directed assist the Head Data Analysis Section with managing the database development and data processing projects needed to meet the planning requirements of DPD.

Representation of the Organisation
If required deputise for the Head Data Analysis Section in meetings with national authorities of NATO nations and at conferences and other activities on issues falling within the Sections area of competence.

Stakeholder Management
Ensure an effective network of stakeholder relationships. Provide training to national authorities and NATO staff. Provide analytical support for other NATO services national delegations and capitals. Work with users of defence planning data in other Divisions of the IS and other members of the NATO defence planning community as appropriate.

Perform any other related duty as assigned.



The incumbent is responsible to the Head Data Analysis Section and co-operates closely with other staff members of the Section and Directorate. The incumbent also works in coordination with the Division and across NATO HQ with the IS the NATO Military Authorities and Allied officials as well as with counterparts in other international organisations. The incumbent maintains close working relationships throughout DPP and works effectively with other NATO divisions in particular with those related to defence planning the International Military Staff Allied Command Transformation (ACT) and Allied Command Operations (ACO) to ensure shared situational awareness effective staff-level coordination and stakeholder management.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisations need to carry out its tasks as mandated by the Nations in a changing environment for example by maintaining the flexibility necessary to shape the Organisations skills profile and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract which may be renewed for a further period of up to 3 years. However according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATOs member States a 3-year definite duration contract will be offered which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
