The Department of Community and Human Services (DCHS) is looking for a skilled knowledgeable highly-motivated and enthusiastic team player to collaboratively assist in managing the DCHS fiscal compliance team including the annual risk assessment process and fiscal monitoring site visits.

The DCHS Compliance Supervisor reports to the departments Compliance Officer to assist in managing the compliance team within the Directors Office. The Compliance Team is responsible for conducting risk assessments and performing fiscal monitoring via site visits. This position will supervise Compliance Specialists (classification Grant Administrator). In addition the Compliance Supervisor assists with the development and implementation of adequate systems of controls to mitigate risk and ensure financial/programmatic compliance with King County policies federal state and local regulations and generally accepted accounting principles (GAAP).

WORK SCHEDULE/CONDITIONS:This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 24 months after the start date but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday 8 am - 5 pm.


MISSION CRITICAL POSITION STATUS:This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive department director or agency head all employees regardless of designation are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT:DCHS works in a hybrid model with days in the officeas well as ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle WA 98104.


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

  • Assist the Compliance Officer in providing department-wide guidance in financial management of grants (federal state & local) and contracts and assure proper internal controls are in place based on GAAP FASB GASB and federal Uniform Guidance.
  • As a subject matter expert in Grants and Contract Management assist in:
    • Establishing and maintaining policies and procedures around grant and contract management as it relates to the Compliance Team; ensure consistency by interpreting regulatory guidance and applicable policies and procedures.
    • Providing leadership and guidance in the day-to-day operation of grant management including standards and regulations governing federal state and other grants;
    • Developing a work plan for subrecipient fiscal monitoring and supporting the site visit process.
  • Providing guidance to programmatic and fiscal staff on complex and sensitive compliance issues.
  • Supervision of Compliance Specialists (classification: Grant Administrator). Provide coaching and mentoring supervise and coordinate work assignments and facilitate staffs performance improvement as needed. Provide secondary review and approval of work product.
  • Perform fiscal monitoring site visits and complete risk assessments as needed.
  • Other duties as assigned.

Experience Qualifications Knowledge Skills

  • A Bachelors degree in accounting finance or business administration or any equivalent combination of business experience and education which provides the applicant with the desired skills knowledge and ability required to perform the work.
  • Ten years of progressive responsibility in finance audit and grants management.
  • Demonstrated experience in grant management as it relates to compliance and reporting of government funding. Knowledge of grant management principles and best practices.
  • Demonstrated communication skills and experience with both internal and external stakeholders.
  • Demonstrated organizational skill to prioritize multiple work plans that may involve collaboration and facilitation with other staff.
  • Demonstrated ability to develop and maintain effective collaborative and positive working relationships with both internal and external stakeholders to establish systems and practices necessary to fulfill and maintain high financial management standards.
  • Demonstrated keen analytical organizational and problem-solving skills.
  • Demonstrated project management skills to manage through multiple priorities.
  • Knowledge of federal state and local grant regulations/guidelines and laws including the Code of Federal Regulations 2 CFR 200.
  • At least 2 years of supervisory experience including skill in applying management and supervisory principles methods and techniques.


Desired Experience Qualifications Knowledge Skills


  • The Certified Public Accountant or equivalent designation is highly desired.
  • Demonstrated experience coordinating external and internal audit activities.
  • Experience leading audit engagements with a public accounting firm or equivalent.
