Position Description


General Summary:

Under the direction of the Operational Services Director the Aquatics Manager is responsible for the overall operations and safety for all participants in and around Precinct 2 aquatics facilities including Sylvan Beach. The Aquatics Manager supervises all aquatics activities and ensures the development and implementation of high-quality programming to serve our community and its needs. The Aquatics Director leads by example and ensures the appropriate performance and conduct of all lifeguards and other direct reports.


Duties and Responsibilities:
  • Manages the recruitment training supervision evaluation and scheduling of part-time lifeguards. Ensures all part time staff have current American Red Cross Lifeguarding certifications as required by their position. Coordinates and teaches staff recertification courses as needed.
  • Supervise the enforcement of rules and regulations governing beach and pool operations. Oversees safety compliance of Precinct 2 aquatics facilities including Sylvan Beach
  • Assist with the implementation of on-boarding requirements and staff development initiatives consisting of ARC certification skills professional development physical fitness components and team initiatives. Execute employee awards and recognition programs and maintain aquatic employee handbooks and operational manuals.
  • Coordinate and implement aquatic development programs including all monthly in-services mandatory trainings emergency drills weekly quizzes and incentive programs; track and maintain the training and certification database for aquatic staff.
  • Assist and support with preparing pools and splash pads for daily program use; including chemical balance mechanical operations water and air temperature pool set-up etc. Perform required maintenance on pool systems including backwashing bumping chemical testing and adjustments troubleshooting of operational components as well as assuring compliance with State of Texas codes.
  • Plan implement and evaluate aquatic programs including swim instruction American Red Cross certification classes and special events.
  • Serve on rotating on call schedule for beach/pool operations including nights weekends and holidays.

Requirements

Education and Experience:

  • Bachelors Degree in in Exercise Physiology Health Education Physical education Sports Managementfrom an accredited college or university.
  • One (1) year experience in an aquatic management position.
Knowledge Skills and Abilities:
  • Knowledge and ability to evaluate water conditions at the beach/ocean to determine any potential dangers or hazards.
  • Ability to adjust programs as necessary to ensure the safety of the visitors and other staff.
  • Swimming proficiency and comfort in all types of water conditions.
  • Ability to judge and evaluate evolving dynamics of individuals participating in aquatic activities to immediately assess their capabilities and threats to their safety.
  • Knowledge of on-site protocols operational procedures and safety policies.
  • Knowledge of methods and techniques for providing on-site emergency medical services.
  • Ability of speaking and/or signaling people to convey or exchange information; includes receiving assignments and/or directions from supervisors. Includes the giving of directions information and/or instructions to others.
  • Ability to tactfully and effectively interact with the public and with co-workers.
  • Ability to apply principles of emergency medicine and common sense understanding to carry out detailed and involved written or oral instructions; to deal with problems involving variables in or from standardized situations; to make independent judgments in the absence of supervisor.
  • Must have the ability to comprehend and interpret received information.
Certifications:
  • Requires a valid American Red Cross Open Water Lifeguard and Lifeguard Instructor Certifications or equivalent lifeguard training or must be obtained within 30 days of hire Certified Pool Operator/Aquatic Facility Operator and Water Safety instructor or the ability to obtain within 90 days of employment.

General Information

Position Type and Typical Hours of Work:

  • Regular Full-time Requiring the employee to work 40 hours per week.

  • Hours will be discussed during departmental interview.
    • Hours may vary based on needs of the department and some weekends evening hours or holidays may be required during special events.


Work Environment and Physical Demands:

  • Must be able to sit for long periods of time. Must be able to remain alert and perform rigorous physical activity for long periods of time with little rest and under adverse weather conditions. Must be able to work for sustained periods of exposure to outside atmospheric conditions. Must be able to see and hear sufficiently well to identify and rescue troubled swimmers within a designated swimming area.

  • Must be able to exert in excess of 100 pounds of force occasionally or in excess of 50 pounds of force frequently or in excess of 25 pounds of force constantly to move objects. Must be able to ascend or descend ladders stairs scaffolding ramps poles and the like using feet and legs or hands and arms. Must be able to maintain body equilibrium to prevent falling when walking standing crouching or running on narrow slippery or erratically moving surfaces or when in water. Must be able to bend downward and forward by bending spine at the waist requiring full use of the lower extremities and back muscles. Must be able to bend legs at knees to come to rest on knee(s). Must be able to bend body downward and forward by bending legs and spine. Must be able to move about on hands and knees or hands and feet. Must be able to reach extending hand(s) in any direction. Must be able to handle seize hold grasp turn or otherwise work with hand(s). Must be able to finger pick pinch or otherwise work primarily with fingers rather than with the whole hand or arm.
