Job Description Summary
The Procurement Tendering Manager (PTM) is responsible for all the sourcing related inputs for Heavy Duty New Unit Tenders. The PTM is the point of contact for all sourcing data and standards for the ITO process. The objective of this position is to establish a robust and competitive sourcing plan that can be applied generically for all tenders or customized for specific tenders.
Job Description
For all tenders:
Lead coordination with strategic sourcing engineering and finance to ensure that the product cost databases (Handbook and marketing features) accurately reflect current rates and costs to support bidding activity.
Coordinate with proposal and execution to ensure sufficient purchasing cycles are accurate to support on time delivery.
With support of strategic sourcing provide input to ITO teams on escalation rates as required.
Ensure risk management processes are followed in the ITO stage via and provide timely and quantified feedback to sales and proposal teams as necessary.
Conduct root cause analysis for large variance from budget and implement corrective actions.
Drive initiatives for systematic review for Marketing Feature creation / updates.
Lead proposals with New Production Introduction ensuring accurate estimate of costs and cycle adder is considered.
Represent sourcing and influence sourcing strategy during PCCB.
Provide leadership and guidance for fellow procurement tendering managers across product line.
For specific tenders as required:
Create a tender specific vendor list to support customer requirements
Organize the coordination of Request for Quotation (RFQ) process ensure that project costing is backed-up by evaluated supplier offers of sufficient quality provide Fix & Firm scenario for the period of the date of the cost base or end of the validity of the suppliers quote in case of RFQ process until scheduled and foreseen purchase order date to have the best cost solidity within a tender.
Manage the procurement related risks such as hyperinflation or specific supplier risks and propose measures to mitigate the cost of material price escalation if the risk cannot be transferred to the customer.
Capture return of experience from similar projects in execution and feedback into tendering.
Review and approve As Sold project Financial Summary (FINSUM) for responsible scope.
Ensure a smooth handover of Procurement related scope between ITO and execution team at ITO/OTR turnover
Qualifications / Requirements
Desired Characteristics
Sourcing experience.
Power plant MSD (Material Shipped Direct) HRSG and BOP experience.
Exposure to strategic sourcing and/or financial topics.
General knowledge of purchasing standards policies procedures and Sourcing management philosophy.
Good understanding of legal/contractual concepts.
Strong writing and communication skills transparency team spirit.
Ability to work efficiently in cross-functional teams.
Accountability resilience autonomy and leadership.
Decision making problem solving ability to independently resolve issues with difficult suppliers.
Quality mind set.
Proactive in continuously seeking for the most competitive and reliable offer.
