Duties and Responsibilities (NOTE: ** Denotes Essential Functions)
- ** Provides excellent customer service and exercises a high level of independence in the administration of the full range of human resources (HR) functions as a key team member of the Human Resources Office for Honolulu Community College.
- ** May represent HR Manager in meetings and presentations including but not limited to providing data or reporting on the status of specific projects.
- ** May represent Equal Employment Opportunity (EEO) Coordinator in meetings and presentations including but not limited to providing data or reporting on the status of specific projects.
- ** Serves as primary support to the Human Resources Manager/EEO Coordinator in compliance labor relations investigations EEO matters immigration training recruitment accreditation/assessment activities and complex special projects.
- ** Manages and investigates complaints involving discrimination grievances workplace violence employee misconduct/performance institutional irregularities and retaliation. Conduct complaint intake and assessments perform fact-finding implement interim measures facilitate mediation and recommend appropriate disciplinary actions or remedies.
- ** Assists the Human Resources Manager / Deputy Title IX Coordinator for Employees in developing and implementing Title IX policies and procedures. Coordinate and conduct compliance and EEO training and ensure timely completion of all mandatory training requirements for employees.
- ** Assists the HR Manager with report writing and data analysis for all annual reports as well as other related reporting requirements.
- ** Assists the HR Manager with college reorganization efforts annual organization chart updates vacancy reports position descriptions and position reallocations.
- ** Assists in responding to complaints inquiries subpoenas and requests of information from University and State officials and external agencies including the Hawaii Civil Rights Commission Equal Employment Commission Office of Civil Rights Office of Federal Contract Compliance Program and Unions.
- ** Interprets federal and state regulations university and college policies and procedures union contracts and precedents for managers and employees; and provide guidance to ensure consistent interpretation and application of policies and procedures.
- ** Keeps abreast of new and amended University policies and procedures collective bargaining agreements and laws related to prohibited practices discrimination immigration and employment requirements to ensure consistent interpretation and application of policies and procedures.
- ** Serves as a resource and advisor to departments providing guidance with sound discretion and judgment in PeopleSoft transactions recruitment employee benefits investigations laws and regulations collective bargaining agreements and misconduct coordination.
- ** Advises current and new employees on employment forms benefits and terms and conditions of employment in accordance with university state and federal policies procedures and collective bargaining agreements.
- ** Assists in responding to employee requests for accommodation in compliance with EEO and Americans with Disabilities Act (ADA) standards.
- ** Develops coordinates promotes and facilitates in-service faculty and staff development workshops programs and events to support employee professional growth.
- ** Manages the recruitment and selection process including using the applicant tracking system preparing job advertisements in NEOGOV reviewing applicant pools and maintaining recruitment records. Advise screening committees on interview questions candidate compensation and overall recruitment process.
- ** Processes and maintains employee forms for onboarding separations status changes medical updates and beneficiary designations. Complete and maintain Form I-9 in compliance with United States Citizenship and Immigration Services (USCIS) laws.
- ** Operates the electronic human resources information system (HRIS) to manage and process payroll notifications personnel transactions new appointments salary changes leaves with or without pay separations and other HR actions as well as complaints investigations and grievances.
- ** Maintains all confidential personnel files and records in accordance with retention and disposal schedules.
- ** Assists in analyzing employee records to determine eligibility for overloads overtime stipends probationary credit summer prorated pay leaves without pay and other comparable actions. Calculate salary adjustments or overpayments and process associated documents in a timely manner.
- ** Reviews and processes leave requests including Family and Medical Leave Act (FMLA) Leave Share Leave Without Pay (LWOP) Military Leave Sabbatical. Monitor the leave accounting system perform audits correct data and ensure accuracy and timely follow up.
- ** Assists in managing claims or reports related to workers compensation temporary disability and unemployment and resolve any issues that may arise.
- ** Reviews employee immigration status and prepares all required documentation to apply for renew or extend visa programs.

Minimum Qualifications
- Possession of a baccalaureate degree in Human Resources Management Personnel Administration Business Social Sciences Social Work Public Administration Law or related field and three (3) years of progressively responsible professional experience with responsibilities for human resources management complaint investigation/management labor relations labor law employment law and/or EEO administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
- Considerable working knowledge of principles practices and techniques in personnel administration and management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with personnel administration and management.
- Demonstrated ability to recognize a wide range of intricate problems use reasoning and logic to determine accurate causes and apply principles and practices to determine evaluate integrate and implement practical and thorough solutions in an effective and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
- Demonstrated ability to operate a personal computer apply word processing software and utilize human resources information and financial management systems to process actions conduct research and generate reports.
- If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
- Demonstrated ability to conduct research locate references and other related sources of information compile information and generate statistics.

Desirable Qualifications
- Considerable working knowledge of UH and HonCC policies procedures and related guidance pertaining to the full range of HR functions.
- Considerable working knowledge of HR related systems utilized by UH and HonCC such as PeopleSoft KFS HIPAY NEOGOV TAPS On-line leave etc.
- Knowledge and understanding of UHs organizational structure as well as policies related to UH account codes and fiscal transactions.
- Considerable knowledge of State of Hawaii and University of Hawaii collective bargaining agreements.
- Considerable working knowledge of the theories principles and practices of Equal Employment Opportunity as applied to UH or an organization of similar complexity.
- Demonstrated ability in conducting investigations regarding grievances and complaints (sexual harassment workplace non-violence discrimination employee misconduct etc.); analyze the information and data; and create written fact-finding reports.
- Demonstrated ability to produce written materials that are detailed accurate and well-organized.
- Demonstrated ability to coordinate and conduct individual and group training sessions.
- A Juris Doctor degree with experience in employment law or related field.
- A masters degree in Human Resources Management Personnel Administration Business Social Sciences Social Work Public Administration Law or related field.
