Office of Management and Finance
The Office of Management and Finance (OMF) oversees the agencys fiscal operations budgeting procurement and contracts human resources and other key administrative functions. We provide the internal support and oversight needed to ensure efficient accountable and transparent agency operations. OMF does not deliver direct services to the public.
The Deputy Undersecretary position serves as the principal advisor to the Undersecretary/Chief Financial Officer for the Office of Management and Finance in Louisiana Works. The position is responsible for executive-level oversight of three major divisions within Louisiana Works: Procurement & Contracts Administrative Services and Human Resources. This role ensures that all related functions operate in a streamlined compliant and efficient manner consistent with statewide policies federal regulations and agency strategic goals.Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:
Eight years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR
Six years of full-time experience in any field plus five years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR
A bachelors degree plus five years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR
An advanced degree or a Juris Doctorate plus four years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
- Represents OMF in high-level meetings negotiations and operational discussions with Louisiana Works Cabinet leadership program executives and internal stakeholders.
- Maintains effective professional communication and relationships with external partners including legislative staff and peer divisions.
- Develops and manages balanced financial and operational plans for all functional areas under their authority.
- Provides executive leadership direction and performance evaluation to managers and administrative programs ensuring alignment with agency goals.
- Ensures high-quality customer service to field operations and promotes a culture of collaboration coordination and problem-solving.
- Serves as a principal advisor to the Undersecretary offering recommendations options and guidance on complex operational or administrative issues impacting agency systems and functions.
- Leads the Administrative Services Division providing statewide operational support and overseeing facilities fleet property records warehouse mail and contracted services. Directs ESF-6 mass-feeding efforts with GOHSEP and ensures safety emergency preparedness and operational continuity.
- Oversees all purchasing and contracting for Louisiana Works ensuring compliance with state federal and DOA/OSP requirements. Directs solicitations contracts vendors leases telecommunications and travel and card programs while implementing internal controls to ensure efficient and compliant procurement operations.
- Provides executive oversight of HR operations including recruitment employee relations performance management classification and pay benefits leave and accommodations and workforce development. Ensures compliance with Civil Service Rules federal labor laws and internal policies while directing consistent agency-wide HR service delivery.
- Leads agency Emergency Preparedness efforts serving as liaison to GOHSEP and coordinating state-level emergency planning. Acts as the State Mass Feeding Lead (ESF-6) during emergency activations overseeing public and volunteer feeding operations supervising mass feeding contracts and assigned staff at the State and LW EOCs and managing FEMA reimbursement grants by compiling documentation submitting claims and tracking reimbursements through closeout.
