Are you experienced in performing a number of complex stand-alone time-sensitive financial duties that affect other programs and staff


With your experienceyou will assist in monitoring and troubleshooting of agency accounting and budgeting exception reports and fiscal status reports to assure accuracy of expenditure revenue and general ledger accounting.


We are seeking a candidateto coordinate troubleshoot and assist other Fiscal Office staff to ensure appropriate training and development is received to conduct and complete assigned fiscal duties.



WHAT TO EXPECT -

Among the varied range of responsibilities held within this role this position:


Lead Worker.

  • This position is a lead worker that provides leadership and training to General Accounting and Fiscal Office staff.
  • Lead financial worker of Fiscal Office including coordination oversight and performance of a variety of complex manual and automated fiscal tasks including reconciliations of agency subsidiary accounts such as capital assets IT costs expenditure correction chart of accounts daily in-process payroll reconciliation and multiple general ledger accounts that maintain the financial integrity of agency-wide core internal accounting system and processes.
  • This position prepares and/or has an oversight of other related financial reports business analysis and investigation of various business transactions that may be questioned by auditors or assigned by their supervisor for review.
  • Independently reviews the work of others makes recommendations of assigned work tracks progress and uses metrics to formulate goals.
  • This position is lead and serves as a liaison between DFW OFM OST for functions such as the One Washington project belated claims and the state Lease Purchase program. Most of the job duties assigned to this position fall in the General Accounting Unit. However this position works as a liaison coordinating cross-unit projects.


Fiscal Year-end Close and OFM exception reporting.

  • Coordinate and prepare fiscal year-end entries for compensated absence consumable inventory petty cash capital assets and lease purchase.
  • Daily monitoring of exception reports research discrepancies working with appropriate Fiscal Office staff to provide resolution and make necessary adjustments.
  • Provides oversight to the FA2 regarding year-end Due to balances to report to OFM.


Research and Reporting of Financial Data.

  • Coordinates preparation and submission of financial reports required by state and federal government agencies.
  • Lead coordinator of PDR requests.
  • Receives and responds to inquiries from agency staff regarding fiscal data and reports.
  • Responsible for overseeing the preparation of monthly status reports and performance measures.


Fiscal Office Liaison for coordination of state lease purchase program belated claims approvals One Washington SSO Project and IT costs.

  • Serves as a liaison between DFW Fiscal and OST for the statewide lease purchase program. Responsible for working with DFW FSP Managers and individual program Managers to determine lease options seek approval and coordinate lease agreements.
  • Serves as the liaison between DFW Fiscal and OFM statewide accounting for belated claims approvals.
  • Implement One Washington chart of accounts at WDFW which includes establishing internal guidelines providing training and instruction on sub object coding. Working with Fiscal Office Management on whether or not established codes meet business and reporting needs.
  • Coordinates Apptio updates with WATech and agency staff regarding agency IT spend as it relates to XY.



Working Conditions:

Work setting: Position has a requirement of 60% in-person with a possibility of an allowance of 40% telework as determined after the initial training period is complete. Position is in an office setting with typical office hazards that include sitting for long periods at a time at a desk working on a computer and performing repetitive tasks. Other office hazards include working under fluorescent light repetitively entering data into computer looking at computer monitor for long periods of time sitting or standing for long periods of time.


Schedule: Typically Monday Friday 8:00 AM 5:00 PM but may be required to occasionally work more than 40 hours per week or on weekends to meet deadlines during peak periods. During the months of July and August while the biennial/fiscal closeout processes are in progress very limited leave approved.


Travel requirements: Some travel may be required throughout the State to attend training meetings and conferences.


Customer Interactions: Interacts mainly with General Accounting Payroll Fiscal Office Leadership FSP Management and Internal Auditor.



QUALIFICATIONS:


Required Qualifications:


Option 1:

Bachelors degree in business public administration accounting economics statistics or relevant field.


And


Two (2) years of professional experience in accounting budget finance payroll or public administration.



Option 2:

One (1) year as a Fiscal Analyst 3.



Option 3:

Equivalent experience which is equal to five (5) or more years of professional experience in accounting budget finance payroll or public administration.



Preferred Qualifications:

In addition to the required qualifications our ideal applicant will possess some or all the following:

Four (4) years or more of professional experience in/with:

  • Conducting complex financial analysis and applying State Administrative & Accounting Manual (SAAM) Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) rules.
  • Accounting budgeting banking credit cards and state policies and practices.
  • Agency Financial Reporting System (AFRS) Enterprise Reporting Ad Hoc Reporting Office of Financial Management (OFM) State Administrative & Accounting Manual (SAAM) Generally Accepted Accounting Principles (GAAP) and Federal regulations.
  • Microsoft Office Suite (Word Excel Outlook etc).
  • Proven ability and experience using financial software programs such as QuickBooks Xero or Sage.
  • Creating data and reports for executive level presentations.
  • Skill in assessing customer needs and context to determine the most effective communication method and to convey information in a clear and appropriate manner. Working within a team environment including collaborative problem solving maintaining open communication among staff and allowing flexibility for creative input from others.
  • Communicating complex fiscal issues orally and in writing to a variety of audiences.
  • Handling and processing public money/transactions.
  • Transforming financial regulations into policies and procedures.
  • Developing finance goals and objectives.
