The Los Angeles County Sanitation Districts is seeking a highly skilled Systems Analyst to support the design implementation and optimization of our mission-critical network and voice this role you will administer and maintain secure reliable data and telecommunication systemsincluding routers switches firewalls wireless access points and VoIP platformswhile evaluating and deploying innovative network solutions to enhance performance and availability. ESSENTIAL FUNCTIONS: To perform complex and technical analyses design programming and support for Information Technology computer network and/or telecommunication systems.

Under the direction of a Supervising Systems Analyst or higher classification and technical guidance from a Senior Systems Analyst the incumbent will:
Administer configure and maintain network and voice systems infrastructure including routers switches firewalls wireless access points and VoIP systems to ensure secure efficient and reliable operations of data and voice networks
Evaluate plan design and implement network and VoIP solutions
Monitor and optimize network performance
Troubleshoot complex network and telecommunication issues
Enforce network and voice security standards
Ensure high availability and redundancy of communication systems
Provide technical assistance and guidance to users and IT staff
Coordinate with vendors and service providers
Perform equipment installation and cabling (including lifting or mounting equipment weighing up to 50 lbs.)
Maintain accurate network documentation and diagrams
Research emerging technologies and recommend enhancements
Participate in disaster recovery planning
NOTE:
This position may be eligible for telework in accordance with Districts policy; however regular on-site presence at our administrative offices in Whittier CA is required to support operational needs.
MINIMUM QUALIFICATIONS
Candidates must possessthe following:
A valid California Class C driver license
A bachelors degree in computer science or a closely related field from an accredited college or university
For Systems Analyst I:
One (1) of the following:
Option 1: One (1) year of experience as a Programmer Analyst with the County Sanitation Districts of Los Angeles County
Option 2: Four (4) years of related experience installing configuring monitoring and maintaining complex computer network and telecommunication systems
Option 3: Four (4) years of related experience in applications design and programming analysis support
NOTE: A masters degree in computer science or closely related field may be substituted for one (1) year of the required experience
For Systems Analyst II:
Option 1: One (1) year of experience as a Systems Analyst I at the County Sanitation Districts of Los Angeles County
Option 2: Two (2) years of professional-level experience performing duties equivalent to a Systems Analyst I
DESIRABLE QUALIFICATIONS: Experience in design implementation and support of enterprise network and VoIP environments including:
Administration and configuration of Cisco or equivalent network switches routers Wireless LAN Controllers and firewalls
Hands-on experience with IP telephony systems such as Cisco Unified Communications Manager (CUCM) or equivalent VoIP platforms
Knowledge of network protocols and technologies (TCP/IP EIGRP BGP VLANs QoS SIP RTP VPN DHCP DNS SNMP NAT)
Experience with session border controllers voice gateways and call routing
Familiarity with network monitoring and management tools (SolarWinds Catalyst Center Cisco Prime Infrastructure Firepower Management or similar)
Understanding of information security principles firewalls and intrusion detection/prevention systems
Knowledge of Citrix NetScaler and Micro Segmentation like Akamai Guardicore
Ability to troubleshoot and resolve complex network and voice-related issues effectively
Strong analytical documentation and communication skills; ability to clearly convey technical information
Efficient time management and organizational skills with the ability to manage multiple concurrent projects
Preferred experience includes Microsoft Teams Voice integration SD-WAN technologies cloud telephony systems and experience working in hybrid (on-premises and cloud) environments
