Job Summary

The Position

Class Code 28966: Senior Training and Development Specialist

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

Under direction from the department managerthe Senior Training and Development Specialist plans designs organizes directs and coordinates employee development programs. The position serves as a direct consultant to top management and supervisors on training matters and provides program direction and consultation of the most sensitive and complex nature. Assignments may involve direct or indirect supervision of professional technical and clerical personnel performing a variety of training functions.

  • Speak effectively and convey ideas clearly while facilitating group discussions and training sessions
  • Administer career skills assessment and development instruments
  • Write clearly and effectively
  • Analyze and assess training needs for a large organization
  • Plan design implement and evaluate comprehensive training programs
  • Coordinate and direct professional technical and clerical staff
  • Interpret and recommend appropriate utilization of the Countys classifications as it relates to career development

Employment Qualifications

Minimum Qualifications

Either: 1. Graduation from a four year college or university with major course work in human resource development psychology communications career development organizational development adult education or closely related field.
AND
Three years of professional level experience in employee training development or career development.
A Masters degree in human resource development psychology/industrial organization communication organizational development or training in adult and higher education (or closely related field) may substitute for one year of the required experience.

Or: 2. Two years as a Training and Development Specialist Level II or Personnel Analyst performing training related duties in Sacramento County service.

The Personnel Analysts primary responsibility and duties must have been training related.

Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements

License: A valid California Drivers License Class C is required prior to appointment to this class. Failure to maintain a valid license may constitute cause for termination from this class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
